The description for Rage Fist should make more clarity on damaging attacks. It mentions confusion doesn't effect, however no mention of hazards, hail, sand, leech seed, etc.

That's likely because the full description already makes it clear that it's only damaging attacks. The reason confusion is mentioned is because that could be mixed up as being included in the "damaging attacks" that trigger Rage Fist (since it's literally your Pokemon hurting itself while trying to make a move), whereas residual damage from hazards, hail, etc. is clearly not an attack:

I get that, but it doesn't clarify if hail or sand etc is considered a damaging attack, I e. If it's set up by your opponent as well.

damaging attacks are the attacks that only inflict direct damage to you, so like a Tackle
if your opponent uses Sand Stream it still counts as the *sand* that inflicted damage to you, not your opponent, so no damaging attack there either, as the usual rule is that every status move that does damage is "indirect damage", which doesn't count; only Physical/Special attacks count (or things like Nature Power which is displayed as status but turns into an actual, existing attack)
