  • Solid defense + Intimidate allows it to come in on a lot of RU
  • Nice resistances give it many chances to setup hazards
  • good rain sweeper for being able to absorb Toxic Spikes
  • useful utility with Taunt and Haze

  • Nice defense + resistances give it many chances to come in and setup
  • Outruns most defensive Pokemon and shuts down with Taunt
  • Threatens common spinners such as Cryogonal and Claydol with STAB Waterfall

[ADDITIONAL COMMENTS]
  • Haze is nice but lets Ferroseed and other stuff setup on Qwilfish
  • Clefable provides nice Wish support to keep Qwilfish healthy and makes a very nice defensive core. Ferroseed takes on special attacks well and can setup Stealth Rock
  • Can run enough speed to Taunt Omastar before it uses Shell Smash. this also allows Qwilfish to Taunt Uxie.
  • A spinblocker makes a good partner obviously. Sub Charge Rotom abuses the T-spikes most effectively.

  • Water / Poison is great neutral coverage
  • Ability to absorb T-spikes sets Qwilfish apart from other rain sweepers
  • Jolly outruns Kabutops in rain and some important mons if rain isn't up

  • Adamant if you don't care about Kabutops and base 80s
  • Air Balloon may find extra setup

[Checks and Counters]

  • Go after Qwilfish's abysmal special defense
  • Ferroseed, Quagsire, and other Qwilfish can counter the rain sweeper
  • Sabeleye prevents setup and burns Qwilfish
 
For the utility, I might mention Poison Jab on either the 3rd or 4th slot in AC. Waterfall takes out spinners better but the unprdictability of Poison Jab alone means it should be mentioned. Teams are also more prepared for water than poison. If you dont like it in the 4th slot, the 3rd slot would be nice. You dont have to slash it in but I think it merits a mention AC.

There is also little reason to use the nerfed Explosion as oppoesd to Destiny Bond on the sweeper set so that deserves first slash.

A lot of the sections need some more information. For example, you dont list any of Qwilfish's negative aspects in overview (Weakness to ground and electric suck. Needs to invest a lot in a defensive stat to have good bulk which sucks. Competition as a spiker from Omastar etc.) You also mention very few of Qwilfish counters in checks and counters and there are quite a few (Rotom-C is a nice check so is Galvantula. Target weaknesses to Ground and Electric moves as well as Psychic so Slowking stops him well etc.)

For Swift Swimmer set, I think it would be a good idea to mention-if not make the standard- the option of a slightly bulkier set. Enough to outspeed stuff like Swellow in the rain with max attack and the rest in HP.

I would add Ferroseed as a partner, especially in the Swift Swimmer as it takes advantage of the rain and can set up hazards for Qwilfish that it uses to gain KO's. It also has nice synergy with the utility set considering that most Ferroseed are specially defensive.
 
Maybe mention things like pain spilt( I know you don't get intimidate but it's only recovery move outside of rest), stockpile, aqua tail(for more power) and subsistitute in OO?

I don't think it being unpredictable merits anything, nor do I think Poison Jab is of enough value to be slashed with any of the other moves.

Explosion is still a powerful attack, and after a Swords Dance it's a great way to take out a Pokemon so that another sweeper like Kabutops can clean up. Destiny Bond is dependent on being attacked, and all in all an inferior option.

I'll mention more negatives in the overview. Don't understand why having to invest in bulk is bad. Obviously special electrics beat it easily. They would fall under the "go after abysmal special defense" category.

Someone else can weigh in on this. I've never seen a bulkier Rain set used, and can't imagine why you'd want to use it.

I'm agreeing with Fried Rhys' logic on a lot of these suggestions. I also don't see merit on really running a bulky rain sweeper, its hit fast and hard, there is little value in cutting down sweeping capability for meaningless bulk.
 
Ok, thats just what I think. I mean Priority is quite common in the tier so that bulk would help and I dont see what superfluos speed is doing anyway, Accelgor is the fastest in the tier so enough to outspeed him in the rain (which is probably max) but ok.

As far as the utility set goes there is a lot available: Poison Jab (which doesnt leave it stuck against Victreebell, physical Tangrowth, Kabutops, Floatzel, Crawdaunt etc) Aqua Jet, Toxic and Thunder wave (which are under OO but it I think it should stay within the first sets AC despite conflicting with T-Spikes) and Air Balloon. I think they should all get a mention AC.

I meant it has low natural bulk and therefore has to invest a lot to reach high defense as opposed to Munchlax, Cresselia, Steelix all have better bulk or stats that stand out about them.

The Destiny bond suggestion was stupid though, I dont know what I was thinking there :)
 
Maybe I'm weird but I always used SpD Qwilfish and enough Speed to beat min Speed Uxie. I also never thought to use Toxic Spikes, I actually used Thunder Wave and Waterfall along with Spikes and Taunt / Explosion. Explosion is not powerful but incase your spinner is gone, you can just go Boom and your opponent can't Rapid Spin yet.
