As an agent of Big Stall, I saw the lack of stalls in the tier and knew something had to change. It is definitely not the most solid playstyle and ladder loves CTeaming it but I got to #2 anyways. Would've made a push for #1 but they were too far ahead and ladder was too infested with counterteams.

:quaquaval::cyclizar::chansey::mandibuzz::toxapex::skeledirge:

Building Process:
:chansey::toxapex:
Chansey and Toxapex are obviously required, as Toxapex covers so many matchups at once, while Chansey is basically the only good special wall in the tier.
:chansey::mandibuzz::toxapex:
Mandibuzz provides removal, an Excadrill check, and a check to classic threats to stall like Ursaluna and Hoopa-Unbound
:cyclizar::chansey::mandibuzz::toxapex:
Assault Vest Cyclizar seems to be required on stall, as it provides a somewhat sturdy long term Zapdos, Sandy Shocks, and Rotom-Wash check, while being able to get chip on threats and kill Hoopa-Unbound with U-turn. It is the only mon who can long term answer a spiking Sandy Shocks.
:weezing-galar::cyclizar::chansey::mandibuzz::toxapex::skeledirge:
Originally, I rounded this team out with a Weezing-Galar as a great long term Garchomp check and one of the only pokemon capable of taking Mamoswine dual STAB. Skeledirge is a solid check to pokemon such as Iron Crown, as well as utilizing its unaware for runaway setup sweepers and Torch Song and Hex combining with the status spread by teammates.
:quaquaval::cyclizar::chansey::mandibuzz::toxapex::skeledirge:
Once Garchomp was banned, Weezing-Galar could not consistently enter and remove hazards against common pokemon, rendering it essentially dead weight. I replaced it with Quaquaval, who checks Arcanine-Hisui and Choice Band Tyranitar well, is still passable into Mamoswine, and can rapid spin on and Knock Off Tinkaton who was previously causing issues.

The Team

Quaquaval @ Rocky Helmet
Ability: Moxie
Tera Type: Ground
EVs: 236 HP / 176 Def / 96 Spe
Impish Nature
- Aqua Step
- Knock Off
- Rapid Spin
- Roost

Quaquaval is one of the 3 hazard removers, and provides a solid check to Mamoswine, Tinkaton, Arcanine-Hisui, and Tyranitar, who would otherwise be massive struggles for the team. 96 Speed allows you to outspeed a max speed Adamant Scizor, but this can be dropped to 64 to outspeed Adamant Tyranitar instead. 176 Defense hits a jump point, and 236 leaves you with an even HP to heal the max from Roost. Aqua Step is a solid STAB option that can allow you to get fast Spin Kills. Knock Off lets you cripple pokemon, especially Tinkaton, by removing their Leftovers. Rapid Spin helps you keep hazards off for the entire team, especially Chansey. Rocky Helmet lets you get chip on U-turners, and finish off Tornadus-T at near minimum HP trying to U-turn out of Toxapex.

Cyclizar @ Assault Vest
Ability: Regenerator
Tera Type: Electric
EVs: 244 HP / 84 SpD / 180 Spe
Timid Nature
- Knock Off
- Rapid Spin
- U-turn
- Draco Meteor

Cyclizar is another of the hazard removers, and checks the Volt switchers in the tier, including Zapdos, Sandy Shocks, and the rarer Magnezone and Raikou. Knock lets you remove Boots from good mons, Spin keeps off hazards, U-turn gets good chip and lets you get out of trapping moves. Draco can finish off lower HP foes but can probably be swapped for something else if really needed. Tera Electric lets you resist Hurricane while still resisting Volt Switch. 180 Speed and a Timid nature lets you outspeed AV Tornadus-T creeping the base 101s. You can also revenge kill pokemons such as Latios and Ogerpon-Rock with this.

Chansey @ Eviolite
Ability: Natural Cure
Tera Type: Dark
EVs: 4 HP / 252 Def / 252 SpD
Calm Nature
IVs: 0 Atk
- Stealth Rock
- Calm Mind
- Seismic Toss
- Soft-Boiled
Chansey is obviously required on any stall team. 252 Defense lets you absorb some physical hits, namely from Mamoswine in an emergency. Stealth Rock is required and Chansey is the only pokemon on the team who can learn it, Calm Mind lets you do fine into special boosters, and Seismic Toss is essentially the only way for it to do damage. (35 base Spa lmfao) Dark Tera allows you to avoid Psyshock, Stored Power, Psychic Noise, and Luster Purge SpDef drops.

Mandibuzz @ Covert Cloak
Ability: Overcoat
Tera Type: Electric/Steel
EVs: 248 HP / 252 Def / 8 SpD
Bold Nature
IVs: 0 Atk
- Toxic
- Defog
- Foul Play
- Roost

Mandi spreads toxic for the team and defensively checks the otherwise massive threats of Excadrill, physical/mixed Hoopa-Unbound, and Ursaluna. Covert Cloak prevents Excadrill flinches, along with rarer Scald burns, Sludge Bomb poisons, Heat Wave burns, etc. Electric tera is used as a Steel resist that isn't weak to Fighting, along with being a surprise Tornadus check. Toxic can pressure many different mons, Foul play heavily damages every single physical attacker, and Defog removes rocks on many rockers, including bulky Excadrill.

Toxapex @ Leftovers
Ability: Regenerator
Tera Type: Steel
EVs: 252 HP / 176 Def / 80 SpD
Bold Nature
IVs: 0 Atk
- Toxic
- Baneful Bunker
- Surf
- Recover/Haze

Toxapex is the defensive linchpin of the team. It can take nearly any hit in the tier, even strong super effective ones, so you can throw it into most pokemon to scout for moves. Toxic heavily pressures every single non immunity in the tier and puts them on a timer. Baneful Bunker with Tera Steel is required to have a playable matchup into Future Sight Slowking, but Baneful can also be used to scout many strong choice locked attackers or just rack up toxic damage and get poison onto Azumarill and Tyranitar. Surf does chip damage and allows you to pressure Tinkaton and Excadrill, while wasting turns, having a lot of PP, and not taking Rocky Helmet or being vulnerable to Pickpocket or Static. Recover improves your matchup into Choice Band Scizor and Tornadus-T and Lokix, but Haze can be used to instead improve your matchup into Pecharunt and SubCM Keldeo.

Skeledirge @ Leftovers
Ability: Unaware
Tera Type: Fairy
EVs: 248 HP / 112 Def / 148 SpD
Bold Nature
IVs: 0 Atk
- Will-O-Wisp
- Torch Song
- Hex
- Slack Off

Skeledirge is the semi-necessary Unaware user on the team. It takes near zero damage from Metagross's Heavy Slam, and is a source of offensive pressure, especially after Toxic has been spread to the whole team. With the focus on removing hazards, Leftovers can be greeded, which improve the matchup into Infestation Toxapex. The spread is literally just a random dex one, Tera Fairy lets you dodge Draco in emergencies. Water can be used to beat SubCM Keldeo.

Other Notes

Be really aggressive around removing hazards, as the team struggles to function with them. Oftentimes, you will need to sacrifice a mon, and some pokemon are only specifically for certain opponents so they can be freely sacked outside of the matchup or if the opponent is dead. Preserving Tera or identifying when a pokemon must keep its base typing can also be crucial in determining wins.

Threats

:mamoswine: Despite having Quaquaval specifically to deal with it, Mamoswine is still a massive threat to the team. Toxapex at full HP always lives an unboosted EQ from Mamoswine and can put it on a timer with toxic, then you just need to outlast.
:zapdos: Zapdos can easily land Static paralysis on Quaquaval, limiting your spin opportunities with full paralysis RNG. Usually just double switch, attempt to keep up Rocks and Knock off Zap, and pray for RNG.
:azumarill: Belly Drum Azumarill can force many sacs as Knock Off OHKOs Toxapex. Attempting to attack it to deny a free Belly Drum, Baneful Bunker from Pex, and identifying your least valuable piece to sack are the typical outs.
:excadrill: It can often be difficult to make damage stick to bulky Excadrill. Again, attempt to double switch to limit its free Leftovers healing.
:keldeo: Toxapex needs to be in its base typing to deal with choiced Keldeo, and it can be very difficult to beat SubCM Keldeo without Haze on Pex. Skeledirge tera is another out.
:latios: Trick is really hard to absorb vs choiced varaints but you need to keep either Chansey Untricked or get either Poison or toxic on it. Luster purge drops can also make the Chansey matchup dire if tera must be saved for something else. Scout moves with Pex Baneful.
:metagross: This is a massive threat vs the team. Tera Elec Mandibuzz can get a surprise Foul Play kill when in death range, and Skeledirge can live a Knock Off fairly comfortably. Doubling Mandi on it is usually the best way to limit it. Even sacrificing Quaquaval to Knock it can often be a good play.
:ogerpon-cornerstone: Toxapex can land a Toxic on it and put it on a fast timer. Afterwards, Baneful Bunker combined with sacrificing useless teammates takes it down, or Tera Steel can be clicked if all teammates are necessary, but this leaves you vulnerable to Superpower.
:pecharunt: Nasty Plot Pecharunt is a very difficult matchup for the team, as the Malignant Chain Toxics force out Chansey who cannot touch it, especially without Haze Toxapex. Even with Haze Pex, it must stay unstatused the entire game which can be difficult to pull off. Without HazePex, the best line is to force a Recover with Pex, hard Skeledirge on the Recover turn, and Wisp, if you dont self hit in confusion then Hex kills next turn.
:tyranitar: Choice Band Tyranitar is a massive menace for the team. Stone Edge doing over 50% to Toxapex is insane and with support from teammates like Zapdos for potential Static paras on Quaquaval, it is really difficult to beat. Quaquaval is the best check but folds to Earthquake, so scouting with Pex and trying to land the poison on a knock can be the best option to limit it.
:ursaluna: Ursaluna is one of the classic stallbreakers in the tier. Mandibuzz Foul Play does a massive chunk, so Mandi on eq -> foul play twice can be a good option. However, jolly variants can spell trouble and Quaquaval is another good backup check to it if Mandi is not expendable. Alternatively, switching between Mandibuzz and Skeledirge to stall out burn chip can be a route.
:hoopa-unbound: Hoopa, especially physical or mixed variants, completely destroy the team. The best option is to go Mandi on an immune move and OHKO it with Foul Play, but some spreads may live foul play and Thunderbolt completely cooks you. Cyclizar U-turn can always OHKO, so that can be taken instead.
:manaphy: Both Tail Glow and Take Heart/Doubledance can spell massive issues for the team without Hazepex. Chansey can CM up alongside it and pray for no crits, and slowly kill with Seismic Toss, with Tera Dark for Stored Power. Quaquaval or Cyclizar knocking its lefties is also very beneficial.
wish: Due to the lack of spikes on the team, this team can really threaten to beat the combination of a wish user and a steel type. Double switching with hazards up and threatening to toxic the Wish user can serve as counterplay to this, but good play is almost always required.

An option for better dealing with Nasty Plot Pecharunt is Tera Steel Skeledirge. You wall it after Tera, and if you go max Spdef you can switch into a Shadow Ball pre tera in a pinch.
