[OVERVIEW]
Kyogre is one of the most threatening, if not the most threatening, Pokemon in Ubers. Between its great Special Attack, Drizzle, and good coverage in Ice Beam and Thunder, nothing is truly safe switching into it. Its pure Water typing, good natural bulk, and Drizzle also give it valuable defensive utility against premier physical attackers like Koraidon, Zacian-C, and Arceus-Ground, as well as special attackers like Lunala, Arceus-Fairy, and Arceus-Flying. This defensive utility allows Kyogre to consistently find opportunities to threaten bulky teams despite its below-average Speed. Kyogre is also one of the best Choice item users in the tier thanks to its Speed being good enough to threaten every defensive Pokemon in the tier, and its Water Spout is able to rip through even Water-resistant Pokemon like Eternatus and Giratina-O. However, many teams are able to stack Water-resistant Pokemon like Koraidon, Eternatus, Kyogre, and Kyurem-B, which can limit its effectiveness to a degree. Kyogre has below-average Speed and no recovery, so it is prone to being overwhelmed quickly. Kyogre's biggest drawback, though, is being constantly at odds with Koraidon, the best Pokemon in the tier. While Koraidon does not appreciate Kyogre switching into it, as the rain cuts Koraidon's power, Koraidon's Water resistance and ability to set up sun allows it to pivot into Kyogre's Water-type STAB moves, cutting its power and effectiveness greatly. Kyogre also cannot check Koraidon on its own without Terastallization, as it fears +2 Scale Shot or Wild Charge.

Origin Pulse is chosen for its higher power, which allows Kyogre to have a chance to OHKO Ho-Oh and always OHKOes Zacian-C at +1. Ice Beam is Kyogre's best weapon against Koraidon, Eternatus, and Giratina-O. Thunder is useful to hit Kyogre and Arceus-Water and is generally hard to switch into, as Kyogre's checks hate getting paralyzed. Thunder Wave is useful against faster sweepers like Koraidon, Zacian-C, Arceus formes, and Eternatus. Kyogre is a great user of Thunder Wave, as it naturally threatens Ting-Lu and Arceus-Ground, which are immune to Thunder Wave, and is ruinous to most of Kyogre's checks. The HP and Defense EVs and a Bold Nature allow Kyogre to survive +2 Low Kick from non-Life Orb Koraidon in rain and +1 Tera Ground Earthquake from Arceus-Ground, while the Speed EVs allow Kyogre to outrun paralyzed Deoxys-A and Zacian-C. Tera Poison gives Kyogre an immunity to Toxic from Eternatus, letting Kyogre set up on it. Tera Poison also gives Kyogre resistances to Fairy and Fighting, which are useful against Zacian-C, Arceus-Fairy, and Choice Scarf Koraidon. Tera Fairy provides both a Fighting resistance and a Dragon immunity, which, in conjunction with Drizzle, allow Kyogre to become a solid check to Swords Dance Koraidon, though it must be careful against Iron Head variants. Tera Fairy also provides a Dark resistance, which can be used to handle Kingambit late-game in a pinch.

Kyogre is best used on bulky offense teams as a way to play around several problematic Pokemon like Koraidon, Zacian-C, and Ho-Oh while being threatening to opposing bulky cores. Because Koraidon is a big limiting factor for Kyogre, teammates that can pressure Koraidon in sun are imperative. Arceus-Fairy and Kyogre together make for a generally safe core against Koraidon, and Arceus-Fairy is both a good user of Stealth Rock and Thunder Wave and a strong Calm Mind sweeper that appreciates Kyogre pressuring Ho-Oh, Zacian-C, and Eternatus. Landorus-T can switch into both Koraidon and Zacian-C thanks to Intimidate, set up Stealth Rock to free up Arceus-Fairy to run Calm Mind, and provide Kyogre free switches with its slow U-turn. Ho-Oh is a great partner to help Kyogre not get overwhelmed by several attackers, taking on special sweepers like Arceus-Fairy, Arceus-Ghost, and Lunala as well as physical attackers like Koraidon, Zacian-C, and Extreme Killer Arceus.

Tera Ghost can be used on Calm Mind Kyogre to block Extreme Speed from Extreme Killer Arceus in a pinch and has the added bonus of blocking Koraidon's Fighting-type STAB moves and Blissey's Seismic Toss. However, these upsides are generally not worth giving up Tera Poison or Tera Fairy, especially because partner Choice Scarf Koraidon can use Tera Ghost much more effectively. Thunder Wave with three attacks can be used to paralyze faster Pokemon without being walled by Kyogre and Arceus-Water, but without Calm Mind, Kyogre's ability to reliably get past Pokemon like Eternatus, Calm Mind Arceus-Fairy, and Stored Power Necrozma-DM is compromised.

However, even Blissey cannot withstand Tera Water or Choice Specs Water Spout. Furthermore, limited Soft-Boiled PP means if Kyogre forces Blissey to heal too much, it can be overwhelmed by other Calm Mind users like Arceus-Fairy and Lunala.

Nevertheless, Kyogre is an excellent Pokemon that every team must have a plan against. this is true yes, but ig korai and kyogre kinda act as checks to each other with weather, so maybe rephrasing that would help

Thunder Wave is useful against faster sweepers like Koraidon, Zacian-C, Arceus formes, and Eternatus. Kyogre is a great user of Thunder Wave, (AC) as it naturally threatens Ting-Lu and Arceus-Ground, which are immune to Thunder Wave, and is ruinous to most of Kyogre's checks. The HP and Defense EVs and a Bold Nature allows allow Kyogre to survive +2 Low Kick from non-Life Orb Koraidon in rain and +1 Tera Ground Earthquake from Arceus-Ground, while the Speed EVs allow Kyogre to outrun paralyzed Deoxys-A and Zacian-C. Tera Poison gives Kyogre an immunity to Toxic from Eternatus, letting Kyogre set up on it. Tera Poison also gives Kyogre resistances to Fairy and Fighting, which is are useful against Zacian-C, Arceus-Fairy, and Choice Scarf Koraidon. Tera Fairy provides both a Fighting resistance and a Dragon immunity, which, in conjunction with Drizzle, allows allow Kyogre to become a solid check to Swords Dance Koraidon, though it must be careful against Iron Head variants. Tera Fairy also provides a Dark resistance, which can be used to handle Kingambit late-game in a pinch.

Kyogre is best used on bulky offense teams as a way to play around several problematic Pokemon like Koraidon, Zacian-C, and Ho-Oh, (RC) while being threatening to opposing bulky cores. Because Koraidon is a big limiting factor for Kyogre, teammates that can pressure Koraidon in sun are imperative. Arceus-Fairy and Kyogre together make for a gerenally generally safe two-Pokemon core against Koraidon, and Arceus-Fairy is both a good user of Stealth Rock and Thunder Wave, (RC) and a strong Calm Mind sweeper that appreciates Kyogre pressuring Ho-Oh, Zacian-C, and Eternatus. Landorus-T can switch into both Koraidon and Zacian-C thanks to Intimidate, set up Stealth Rock to free up Arceus-Fairy to run Calm Mind, and provide Kyogre free switches with its slow U-turn. Ho-Oh is a great partner to help Kyogre not get overwhelm overwhelmed by several attackers, taking on special sweepers like Arceus-Fairy, Arceus-Ghost, and Lunala, (RC) as well as physical attackers like Koraidon, Zacian-C, and Extreme Killer Arceus.

Tera Ghost can be used on Calm Mind Kyogre to block Extreme Speed from Extreme Killer Arceus in a pinch and has the added bonus of blocking Koraidon's Fighting Fighting-type STAB moves and Blissey's Seismic Toss. However, these upsides are generally not worth giving up Tera Poison or Tera Fairy, especially because partner Choice Scarf Koraidon can use Tera Ghost much more effectively. Thunder Wave with 3 three attacks can be used to paralyze faster Pokemon without being walled by Kyogre and Arceus-Water, but without Calm Mind, Kyogre's ability to reliably get past Pokemon like Eternatus, Calm Mind Arceus-Fairy, and Stored Power Necrozma-DM is compromised.

Checks and Counters

**Dragon-types**: Koraidon both resists Kyogre's STAB moves and Thunder and overrides rain with sun, making Kyogre significantly less threatening and threatening it with big damage. Koraidon can even U-turn as Kyogre switches out. Specially defensive Eternatus and Giratina-O are bulky enough to survive two unboosted Ice Beams, (RC) and can threaten Kyogre trying to set up with Dragon Tail and status. Kyurem-B resists Water and Electric while not being weak to Ice Beam, threatens Kyogre with Fusion Bolt, and can set up Dragon Dances on non-Thunder Wave Kyogre. However, all of these Pokemon fear Ice Beam, Thunder Wave, or Choice Specs Specs-boosted attacks. Koraidon's power is also cut by Kyogre's rain, often forcing it to switch out.

**Water-types**: Arceus-Water and Kyogre resist Origin Pulse and Ice Beam, allowing them to pivot into Koraidon or Eternatus much more safely. However, both must watch for Thunder and attacks from the Choice Specs variant.

**Entry Hazards**: Choice item Kyogre needs to remain at high health to be threatening with Water Spout, so they can be limited with entry hazards. However, teams with Choice item Kyogre have ways to prevent or clear hazards, like Hatterene and Giratina-O.

**Blissey**: Blissey can shrug shrugs off even boosted Origin Pulses from Kyogre, has reliable recovery, and can match matches Kyogre's boosts with its own Calm Mind, (AC) and threaten threatens Kyogre with Seismic Toss. However, even Blissey cannot withstand Tera Water or Choice Specs Water Spout. Furthermore, limited Softboiled Soft-Boiled PP means if Kyogre forces Blissey to heal too much, it can be overwhelmed by other Calm Mind users like Arceus-Fairy and Lunala.
