With Choice Specs and Water Spout, Kyogre becomes an immediately dangerous wallbreaker that nothing is comfortable switching into; even Water-resistant targets and Blissey are unable to stand up to its sheer power. Origin Pulse is useful as a strong Water-type STAB move even when Kyogre is not at high HP. Ice Beam is useful to OHKO Koraidon and put pressure on specially defensive Eternatus, Giratina-O, and Tera Grass Blissey. Thunder puts pressure on Kyogre, Arceus-Water, and Tera Water foes like Arceus-Fairy, Necrozma-DM, and Blissey. Kyogre can just break through Water-resistant foes with Choice Specs Tera Water Water Spout, as it doesn't need the defensive benefits from defensive Tera types, but both coverage options help preserve Terastallization and Water Spout's limited PP. 252 Speed EVs and a Timid nature allow Kyogre to outspeed defensive Arceus formes like Fairy and Water, which is crucial to ensure Kyogre can threaten them without fear of being losing HP.

Choice Specs Kyogre is a potent wallbreaker and stallbreaker that is best on teams that can support it through pivoting, entry hazard prevention, and checking Koraidon, whose sun greatly weakens Kyogre's Water-type attacks and impairs its ability to break. Choice Specs Kyogre is also much less effective against hyper offense, so teammates that can help manage hyper offense teams are imperative. Choice Scarf users like Koraidon and Landorus-T are superb partners, as they can provide Kyogre with free switches through U-turn and check Pokemon that threaten to revenge kill Kyogre, like Koraidon and Zacian-C, helping Kyogre's team play around hyper offense teams. Hatterene, Giratina-O, and Terapagos can dissuade or remove entry hazards, helping Kyogre remain at high HP and easing the hyper offense matchup. Hatterene in particular can support Kyogre further with Nuzzle, which can slow down faster foes like Zacian-C and Eternatus, and Healing Wish, allowing Kyogre to remain threatening even if its inflicted with status or its HP gets too low. Its Fairy typing allows it to block Koraidon's Scale Shot, allowing partner Choice Scarf Koraidon to revenge kill it more safely. Arceus-Fairy and defensive Landorus-T can help stave off Koraidon and Zacian-C, and they assist Kyogre further with Stealth Rock and Thunder Wave from Arceus-Fairy or slow U-turn from Landorus-T. Kyogre can be paired with additional special attackers like Eternatus and Calm Mind Arceus-Fairy, which appreciate Kyogre's ability to destroy or overwhelm troublesome special walls like Eternatus, Ho-Oh, and Blissey.

I would mention Koraidon's sun explicitly as an annoyance for specs Kyogre, severely weakening the moves it actually wants to click. I think emphasise the benefits the teammates you have listed in respect to how they help Kyogre handle a Koraidon matchup too, especially since Koraidon can almost always force a Specs Kyogre out.

I would also want to see some teammates mentioned in their ability to help manage the matchups specs Kyogre kind of whiffs in to, like Webs HO (things like Hatterene and the scarf mons can just add this to what you say already).
