The Pros:
- 135 base special attack puts it at one of the highest Special Attack stats in OU.
- Access to amazing abilites, adaptability boosts Tri Attack/Tera Blast and works great alongside tera, Download can give a boost to its special attack which can be extremely deadly against bulky teams and Analytic can punish switch ins (which i guess you can use?)
- A wide variety of coverage moves, including boltbeam coverage, Psyshock for coverage against special walls, and Tri Attack which always has the threat of statusing the target.
- A decent amount of status moves, Trick can be used on Choice item sets to cripple any walls trying to swtich in and Nasty Plot can be used in stallbreaking sets, also noteworthy are Recover and Thunder Wave, although those are more niche because of Porygon-Z's defenses.

The Cons:
- 85/70/75 bulk isn't very good, and combined with its average speed stat (90), Porygon-Z is very easy to revenge kill and is very vulnerable to priority.
- Normal isn't a great offensive typing as many viable Pokemon in OU resist it or are immune to it, such as: Kingambit, Gholdengo, Heatran, Dragapult, Ceruledge, and other non OU Pokemon like Goodra-Hisui and Empoleon, although Porygon-Z has coverage options to hit them for at least neutral damage, Porygon-Z can still be taken advantage of thanks to its speed and vulnerability to priority.

: The new fancy tera type provides Porygon-Z with a strong Tera Blast that hits all opponents for neutral damage, this is insanely strong when combined with Porygon-Z's abilities, Adaptability also provides a stronger one time STAB to all of Porygon-Z's other moves once it teras. turns out this is not really true as porygon-z loses all the adaptability boosts after doing tera stellar according to this, could still be useful with download but i doubt it.

- With a Choice set Porygon-Z functions as a wallbreaker or a fast special attacker that can click a wide variety of coverage moves
- Trick can be used against special walls.
- Pyshock can also punish special walls switching in.
- Instead of Tri Attack, Tera Blast can be used as it's STAB for Porygon-Z and can turn into any desired type after terastalizing.
- If you're using Stellar tera type, Tera Blast can be used for a neutral hit on all targets. It provides a strong attack once its used, after that it remains as a reliable 100 base power move. edit: as pointed out earlier Porygon-Z loses the adaptability boosts after doing tera stellar.
- Download can also be used on Choice Scarf sets to boost Porygon-Z's special attack when it comes in against physical walls.

- Nasty Plot and Agility can turn Porygon-Z into a deadly sweeper, with Agility solving its poor speed and Nasty Plot making its attacks harder to switch into.
- As for coverage moves, it can pick whicever it fits the team best.
- Once again, Tri Attack can be replaced with Tera Blast as they share the same BP and can be used to give Porygon-Z another coverage move of its choice.
- Alternatively, it can drop one of its set-up moves for additional coverage.

Conclusions:
Will it be OU? No, there are better special attackers out there. Could it have a niche? With an unparalleled usage of Stellar tera, maybe edit: once again, not the case, but it still remains a very customizable wallbreaker, that is another reason it could have a niche. Does it look better than Porygon? No. (debatable)

Stellar Type is awful on Porygon-Z, Adaptability literally doesn't do anything.
Guess I'll throw in my findings about Stellar Tera Type.

I set up my game with a debugger last night so I could print out exact values for modifiers and damage. This is what I found:

Stellar Terapagos had 4915 STAB multiplier on Tera Starstorm, Zen Headbutt, and Earth Power, first and second click. They were all their original BP.

Using Tera Stellar Espathra:
It had a 4915 STAB multiplier on Pluck and Tera Blast on first click, 4096 STAB on second click. Tera Blast was 100 BP.
It had a 8192 STAB on Lumina Crash on first click, 6144 STAB on second click. Lumina Crash was 80 BP.

Using Tera Stellar Porygon-Z with Adaptability
It had a 4915 STAB multiplier Tera Blast on first click, 4096 STAB on second click. Tera Blast was 100 BP.
It had a 8192 STAB multiplier Double-Edge on first click, 6144 STAB on second click. Double-Edge was 120 BP.

And sanity check with Tera Normal Adaptability Porygon-Z
It had a 9216 STAB multiplier with Double-Edge. Double-Edge was 120 BP.

4915 is approximately 1.2x, 6144 is 1.5x, and 8192 is 2x.

My conclusion is that Stellar Tera Type upgrades the current STAB multiplier by one level. Adaptability becomes ineffective, and Terapagos isn't limited to one time only. In other words, upgrading by one level means:
- Moves with no STAB bonus that would normally have a 4096 modifier now have a 4915 modifier.
- Moves with STAB bonus that would normally have a 6144 modifier now have a 8192 modifier.
- For Pokemon besides Terapagos, this drops down to the original modifier after the first use.

I've attached my debug logs from last night's session for each of these cases. Hopefully this explains all the numbers everyone is getting.
I think good Tera types for Porygon-Z are those which it otherwise would not be able to use naturally, like Fire, Ground, Fighting or perhaps even Fairy.
 
Bit of a bummer that Stellar tera doesn't work with adaptability, I was hoping to have a bunch of nukes in my pocket but apparently gamefreak is too scared for porygon-z's potential to let it happen.
