I would give Encore the first slash on the SubPunch set, and remove Toxic as most things would be hurt more by a FP or waterfall than a Toxic :]

I don't know about removing toxic as it does help Poliwrath get around some random shit like Gourgeist, but I agree it has less utility than Encore. Does anybody mind giving a 2nd opinion?
 
You say that its solid attack makes it not setup fodder while in reality the things that makes it not fodder is Circle Throw

I also don't like Toxic on Subpunch but w/e :/
 
I haven't used SubPunch Poliwrath extensively but when I played against it I didn't come into many scenarios where Toxic would have helped it. A lot of its checks like Plume and Dragalge are immune anyway so yeah I think it's best of in Set Details (not completely opposed to a full slash but I'd just put it there for now).

RestTalk should be the primary slashes on defensive set. Protect isn't always as useful because Wrath switches into Knock Off so often and leaves you open to status as well. I'd also like to see a mention of Encore somewhere (pref. in Moves), specifically with Protect; it's a really nice momentum grabber for more offensively-minded balance teams.
 
Honestly Raseri I was planning on it but I've just been flooded over the summer. I know for a fact I can do the write up and stuff for Rotter, but I probably will not get to wrath. Sorry :[
