Pincurchin is a weak Pokemon. Its stats are all around 80-100, except its low HP that is at 48 and its abyssal speed of 15. The one thing that offers it a niche is its hidden ability: Electric Surge. In OU, it has always been outclassed by Tapu Koko but it's gone. Electric Surge has also been buffed indirectly by adding many Pokemon that benefits from it: Future Paradox Pokemons. It also has recovery.

Pros:
-Only Owner of Electric Surge
-Correct Bulk (252+ Atk Annihilape Close Combat vs. 252 HP / 252+ Def Pincurchin: 98-116 (32.6 - 38.6%) -- 5.6% chance to 3HKO after Leftovers recovery)
-Good support movepool, dual hazards, memento
-Water Coverage can cripple Donphan twins.

Cons
-Rely on def investement, either bulk is not that good (252 SpA Choice Specs Dragapult Draco Meteor vs. 252 HP / 4 SpD Pincurchin: 303-357 (101 - 119%) -- guaranteed OHKO)
-Since it has lost Rising Voltage and Scald, it's very passive and can only spread paras.
-Really miss a pivot move like Volt Switch that doesn't kill it to let slow SIs.

Terastal options:
Don't teralize this please, eventually in emergency defensive case. Tera Flying/Grass is probably the best. Steel/Water can be nice.

It has still a niche in OU, but will probably end ZU... It was in fact an excellent ZU mon previous gen but it lost too much.

Probably not even ZU… but it doesn’t look like Koko is returning via Home so unless we get a Bulky E Terrain Sett- oh hey Bellibolt, how you doing?
 
Its not as bad as it looks, it was not terrible in OU even with Koko as competition. I would probably run Relaxed nature with 0 Speed IVs, with Max Speed almost every paralyzed Mon still outspeeds it anyway, but with Min Speed it at least can annoy Trick Room. Since Relaxed Nature lowers Speed and not Attack, Liquidation probably is a better Water move than either Surf or Hydro Pump.
 
Terrain Extender is by far best item since the only reason you would run Pincurchin is because of Electric Surge. Loss of Rising Voltage does hurt a bit, but at least it still has recovery. It's overall a very underwhelming pokemon but has a small niche.
