Do not ban.
I am quite new to the meta, but from the little I've seen, I think it has become pretty clear that shedinja is not really unbalenced in DNU. Offencivelly, although a 90 base attack with decent bp stabs is pretty high for the tier, it's lack of coverage and not yhe best offencive typing makes so a bunch of common walls can deal with it such as nacli, swablu and jyglipuff. All this pokemon eather resisting or being imune to it's stab options, having reliable reconvery, good bulk and offering other things in addition to walling shedinja. I never felt like I needed to go out of my way to add a pokemon that can take shedinja's hits personally.
When it comes to it's defences, shedinja can be unrelyable at best. I went out if my way to look it up, and the only kinda relevant pokemon that has zero ways of touching shedinja is beldum. All others having a stab, covarage or at least toxic to possibly handle it. Even when it comes to choice item users, the only one who does struggle to fit at least a covarage move sometimes is luvdisc, but there also isn't anything stoping you from using hidden power or toxic alongside a water move, ice beam and flip turn.
And that's not to mention pursuit users. Although A-rattata can't switch into x-scissor, there is nothing stoping you from sloting a pursuit on your swablu or zubat if you are particularly scared of it(again, all these three pokemon have things to offer other than countering shedinja, so it's not like you need to dedicate a team slot for the sole purpose of countering it).
I belive that shedinja's success in Hyper-ofence and stall is more of an indication that those playstiles are really strong in a meta with a lach of good bulky offence pokemon and balence sometimes struggling to break through defencive cores than shedinja pushing these playstiles into being broken. If these playstiles to be less prominent, I believe we need to look into the bigger picture other than blaming shedinja for their succes.

The voting deadline has passed.

Total eligible voters: 10
Current votes: 9

Shedinja
Ban: 5
Do Not Ban: 4
Ban % = 55.6%

50%+1 pro-ban majority is required for a ban, and that percentage has been reached with the submitted votes. The non-vote puts us at 9 voters, which makes it 5 votes needed. Thus, Shedinja is banned from Do Not Use!
