* Pelipper's Drizzle ability, STAB Hurricane for Pokemon like Amoonguss and Ogerpon-W, and access to Tailwind, make it the premier rain setter.

* Pelipper is best paired with partners who benefit from like Archaludon and Choice Scarf Urshifu-R, both having incredibly hard-hitting moves in Rain being Electro Shot and Surging Strikes, respectively.

* Pelipper's mediocre bulk and Speed leave it especially vulnerable to fast threats like Flutter Mane and Chien-Pao. These, combined with Fake Out pressure, can prevent Pelipper from getting up Tailwind and minimize its impact on the game. Drizzle boosting opposing Water-types like Urshifu-R and Ogerpon-W's STAB moves can also make Pelipper disadvantageous long-term.

I'd actually like to recheck because your phrasing is a off in a lot of regards (which is understandable because Drizzle is the Pokemon and Pelipper kinda just comes with it)

* Pelipper justifies itself over Tornadus when paired with rain abusers like Archaludon and Choice Scarf Urshifu-R, which both appreciate Hurricane pressuring Amoonguss and the Tailwind speed control. (Pelipper is a Rain Setter, Tornadus is a TW Setter, it doesnt need to *justify* itsself over Tornadus)

* Pelipper struggles against faster threats like Flutter Mane, Icicle Crash Chien-Pao, and when not running Rocky Helmet, Urshifu-R. These and Fake Out pressure prevent Pelipper from getting up Tailwind and minimize its impact on the game. Pelipper also struggles against opposing Water-types like Urshifu-R and Ogerpon-W which can abuse its rain freely once it's KOd. (1. I really liked how you phrased the marked part but not rly the beginning "faster threats", most of the metagame is faster than it and Pelipper is not a threat, 2. Pelipper does not struggle against Urshifu-R or Wellspring, rephrase it.)
