Pelipper is the tier's only Pokemon with Drizzle, enabling rain teams. It is physically bulky and capable of checking Pokemon like Great Tusk and Cinderace while staying healthy with Roost. Hurricane and Surf give Pelipper some offensive presence of its own, threatening Pokemon like Amoonguss and Volcarona; these moves also threaten common Stealth Rock setters like Great Tusk and Garganacl. Its slow U-turn allows it to give its more offensive teammates safe switch-ins. Damp Rock extends Pelipper's rain, giving its teammates more turns to make use of the weather. Tera Water is used to power up Pelipper's already strong Surf in a pinch, but Tera Ground is an option that lets Pelipper safely pivot on a predicted Volt Switch from Rotom-W or Iron Treads. 0 Speed IVs and a Relaxed nature are used to give Pelipper the slowest possible U-turn, allowing it to potentially move after opposing Pelipper.
Swift Swim users Floatzel and Barraskewda are Pelipper's most notable partners, as their wallbreaking power turns extreme in rain. Iron Jugulis, Greninja, and Walking Wake are other offensive Pokemon that appreciate Pelipper setting up rain. Other offensive Pokemon like Iron Valiant and Choice item Dragapult also work well on rain teams, as they can break for the team's Swift Swim user(s). Pelipper is not always able to safely use U-turn to get its offensive teammates in; Eject Button users like Hatterene and Amoonguss provide the team with an alternative method of safely pivoting. Each comes with their own bonuses to the team: Hatterene denies entry hazards with Magic Bounce, keeping Pelipper healthy, and Amoonguss potentially takes a foe out of the fight with Spore. Amoonguss also has positive matchups against bulky Water-types like Alomomola and Toxapex, which can give Pelipper and its teammates trouble. Given Pelipper's weakness to Electric, sturdy Ground-types like Iron Treads and Great Tusk help. Pawmot is an interesting option as well that gives Pelipper another chance to set up rain or its teammates to sweep with Revival Blessing.

Choice Specs Pelipper is a powerful wallbreaker, capable of 2HKOing, if not OHKOing, any Pokemon in the tier that is not immune to Water barring Slowking, Toxapex, and Walking Wake. Tera Water-backed Surf and Hydro Pump demolishes bulkier teams, powering through common Water-resistant Pokemon like Amoonguss and Roaring Moon. Hurricane gives Pelipper strong coverage for the Pokemon that it cannot overcome with its Water-type attacks like Walking Wake and Gastrodon. Ice Beam is an option over Hydro Pump for Dragonite. A Modest nature is preferred to deal as much damage as possible with Pelipper; however, a Timid nature is an option to outspeed Sylveon and neutral nature Breloom as well as some Dragonite and Great Tusk spreads that look to outspeed Iron Moth at +1.
Even though Pelipper's rain does not stay up that long without Damp Rock, there are still many offensive Pokemon that appreciate the weather.
