Kyogre is, and always has been, an extremely potent offensive Pokemon that can devastate teams with rain boosted Water Spouts. Unfortunately power creep has not been kind to it and what was once a respectable speed stat now leaves it outpaced by many of the metagame's key threats, limiting the HP-based power of Water Spout. A Choice Scarf set can remedy this, but results in a lower damage output for the poor fish - especially in regard to its coverage moves which it needs to use often in a meta filled with powerful Dragons.
I saw success with a +SpA Kyogre on Trick Room earlier in the Reg and wanted to try to move in the opposite direction with a Tailwind team that can similarly just mindlessly click Water Spout and win. I've been having a lot of fun with it, and would love to hear other people's opinions.

The Team

Whimsicott is the most pivotal member of the team, providing the Tailwind that allows Kyogre and Basculegion to outrun almost everything and take KOs with their powerful attacks. Its Grass/Fairy typing gels well with the Water types, which bait Dragon type attacks from the likes of Koraidon and Kyurem-Black and using Encore to neutralize the threat, who can in turn take the Flare Blitz and Icicle Spear that Whimsicott baits - Miraidon will often also go for a Draco Meteor in the face of Kyogre anticipating Ting-Lu which Whimsicott can punish. Encore also obviously punishes using non-attacking moves, which is especially useful against Terapagos-based stall teams.
Because of Prankster it doesn't have to worry about naturally outspeeding fast threats like Calyrex-Shadow and Zacian-Crowned when setting Tailwind and thus can almost always maximize TW turns by using the attack and then immediately being KO'd. 220 Speed allows it to outpace Jolly Urshifu and Urshifu-R which it can then OHKO with Moonblast, whilst being slower than Ogerpon-Hearthflame which it wants to Endeavor instead. Endeavor can also be beneficial against bulky Pokemon like Tera Grass Garganacl and Calyrex-Ice.
Whimsicott doesn't often Tera, but Ghost can potentially surprise banded Dragonite that have locked into Extreme Speed, punish Zacian and Ogerpon that have gone for Quick Attack, and potentially catch and lock an Urshifu-R into a Close Combat aimed at Kyogre or Archaludon with Encore.

The preimer Tailwind abuser, under TW Kyogre can outspeed up to Quark Drive Timid 252 Iron Bundle (and convinently has enough EVs remaining to give it a HP stat divisible by 16+1). Specs Water Spout has a good chance to OHKO Koraidon and Miraidon under rain, and otherwise makes quick work of anything that doesn't resist it. Ice Beam can hit Koraidon as it switches in and summons sun, being a guaranteed OHKO after rocks, and can also hit Dragonite heavily through Multiscale. Thunder hits opposing Water types such as Alolomola, Dondozo, Kyogre, and Ditto. Though Origin Pulse has a high damage output because Kyogre's time under TW is limited the more accurate Surf is better suited to this team.
A Grass Tera can be used in an emergency to flip a matchup on Rillaboom and Ogerpon or to sponge an Electro Drift from Miraidon. Though an offensive Tera is attractive, Kyogre obviously appreciates remaining as healthy as possible to maintain Water Spout's damage output which is why I opted for defensive. (Water Spout becomes less powerful than Surf once Kyogre hits 106 HP).

:Basculegion:

This spot originally went to Urshifu-R, but Basculegion's secondary Ghost typing is beneficial in that its mere presence on the team greatly dissuades banded Dragonite from clicking Extreme Speed thus hindering one of the only threats to Kyogre under Tailwind. With a Choice Scarf it outpaces up to Timid 252 Iron Bundle and though Swift Swim would allow it to move faster this set allows it to be a threat even outside of rain, which is already limited since Kyogre isn't holding a Damp Rock. It can function as both a late game cleaner with Wave Crash and Last Respects and an early game scout that can break Focus Sashes with Flip Turn and prevent lead Sneasler from clicking Fake Out and then outspeeding and getting a big hit off on Kyogre.
Though it cannot outspeed Zacian and Calyrex-Shadow outside of Tailwind, Aqua Jet can still be useful to close out games against these Pokemon after they have already been damaged.

:Archaludon:

Archaludon is a great compliment to Kyogre, with its quad resistance to Grass and access to Stamina allowing it to check Rillaboom and Ogerpon which otherwise majorly threaten the fish and rain allowing it to boost freely with Electro Shot. Stamina alongside Body Press allows it to become quite threatening even outside of rain, quickly able to boost up on Kyurem-B and Scale Shot variants of Koraidon.
This EV speed alongside Assault Vest means that Timid Miraidon's Draco Meteor will always 3HKO if used consecutively (or 2HKO otherwise) but Tera Fairy can also be used to take the heat off of the bridge-thing if it has already been damaged. Tera Fairy is also a nice neutral type into Calyrex-Ice, which can use High Horsepower to hit Arch super-effectively.

:Ting-Lu:

In a similar vein to Achaludon, specially defensive Ting-Lu supports Kyogre by taking Electric hits from Miraidon and also prevents Calyrex-Shadow (especially Choice Scarf Calyrex-Shadow) from getting out of hand. This is a very standard set, with odd HP to prevent it from wasting Sitrus Berry against an opposing Ruination, using Tera Poison to absorb Toxic Spikes and take Fighting and Fairy attacks. As aforementioned Stealth Rocks on the field can allow Kyogre to take big KOs against popular mons like Koraidon, and can also wear down annoying cycle mons like Alolomola. Ruination prevents Ho-Oh from using it for free Regenerator healing prior to Tera, and Whirlwind can force out set up Terapagos and Miraidon sets before they start snowballing.
Though many Calyrex-Shadow pack Draining Kiss or Grass Knot for Ting-Lu, Earthquake can break a potential sash for Kyogre or open the horse up to be revenge KO'd by Basculegion's Aqua Jet.

:Gothitelle:

Whilst I was using the Trick Room team, I really struggled against Water Absorb Clodsire and Ogerpon-W. Though Kyogre can hit both with its coverage, defensive Pokemon like Alolomola can take advantage of it being locked into Ice Beam to generate momentum. I tried all sorts of different Pokemon to try and beat them before I was like oh this isn't OU I can just use Shadow Tag lol.
Gothitelle was part of the reason I wanted to try Tailwind, as its pure Psychic typing isn't defensively amazing alongside the pure Psychic Cresselia. It excels against cycle teams, trapping and freely setting up on Clodsire and sweeping from there. Though it is an obvious choice against that playstyle from team preview, cycle often lacks an offensive mon that can threaten Gothitelle - meaning the opponent needs to take big risks on double switches to Pokemon like Taunt Gliscor or Whirlwind Ho-Oh whilst Clodsire is in play and possibly take a Water Spout to the face with little risk to Kyogre itself.
Psychic Noise allows Gothitelle to take on SubSeed Ogerpon-W sets, and also prevents the likes of Gliscor from trying to PP stall it out with Substitute. A Grass Tera and Charm also allows it to (slowly) beat offensive Ogerpon-W, healing damage more from Leftovers than Ogerpon can deal. It would be nice to have coverage for Dark types like Wo-Chien, but Gothitelle has an incredibly shallow coverage movepool.
It has enough speed to outpace uninvested Ho-Oh, allowing it to potentially sweep once it gets set up on the defenceless Clodsire or Ogerpon. Its HP hits 16+1, giving it maximum Leftovers recovery, with the remaining EVs invested into defence.

Overall, I've been doing very well with the team on both Showdown and on the in game ladder with little but my own misplays able to stop the team. One issue the team does face is lead Chien-Pao which can be difficult before its set is revealed. Chein-Pao can Tera Electric and OHKO Kyogre, severely weaken Archaludon with Sacred Sword, KO Whimsicott before it can Tailwind with Ice Shard or OHKO Basculegion with Sucker Punch. Later in the game it becomes less dangerous, but it is a very annoying Pokemon. Unfortunately nothing lasts forever, even cold November rain.
