Welcome to the official National Dex Ubers Viability Rankings thread. In this thread, we as a community will be ranking every single usable Pokemon into "tiers." You're encouraged to post your thoughts and opinions on the various Pokemon that are usable in National Dex Ubers and what tier they should fall under. Posts in this thread will be taken into account when deciding rank changes.
The general idea of the topic is to rank each Pokemon under "rankings" that go in descending order. Since this is a tier list for the entire metagame, everything is lumped together. There won't be any segregation between offense, defense, and supportive presences in the metagame within this thread. For example, Ho-Oh can be ranked in the A+ tier as a supportive presence, Xerneas can be ranked in the A+ tier as an offensive presence, and Arceus-Water can be ranked in the A+ tier as a defensive presence.
Finally, there will be a viability council of experienced players who will discuss and vote on the ranking of Pokemon. Depending on how the metagame is developing, we could update the thread every couple of weeks or every month+. The current viability council currently consists of the same users that make up the tier council.
The ranking descriptions for what each rank means and what the characteristics are of Pokemon in these ranks are in the below spoiler, based on (but not the same) as the one in UU:
S+: These Pokémon are considered near mandatory as their traits are often irreplaceable and requires multiple Pokémon to compensate. Inexperienced teambuilders should not drop these Pokémon with any regularity.
S and S-: These Pokémon compress multiple offensive and/or defensive roles while being splashable on most archetypes. These Pokémon have some flaws, but are often easily covered by teammates. These Pokémon can usually be safely thrown onto a team with minimal downsides.
A+ and A: These Pokémon are metagame defining and fill many essential offensive and/or defensive roles, but often have more noticeable flaws relative to S/S- rank Pokémon such as struggling against certain top ranked threats or lacking splashability.
A-: These Pokémon are still a core part of the metagame, but frequently rely on specific support or archetypes to reach their full potential. Good teams should still be able to reliably handle most A- rank Pokémon, but some may slip through the gaps or rely on less robust counterplay.
B+: Pokémon in B+ often require more specific support, are less splashable, or have issues with a larger portion of the metagame than their A- counterparts. Pokémon in B+ may still be a part of the core metagame, but the aforementioned issues limit their use. Accounting for higher ranked threats means teams will be able to handle many B+ ranked Pokémon.
B and B-: These Pokémon are often limited to specific archetypes, suffer from consistency issues, or require significant team support to function well. When used on these archetypes or given appropriate support they perform consistently, but otherwise often flounder. Some B/B- ranked Pokémon should still actively be prepared for in the teambuilder if they anchor an archetype that your team struggles with.
C+: These Pokémon are nearly always limited to a specific archetype where they fill a specific role when given appropriate team support. Additionally, some of these Pokémon may be an integral part of highly successful teams or archetypes with a proven track record of success which offsets a seemingly small niche. Many C+ Pokémon stronger than this rank may suggest belonging elsewhere when properly built around, but due to their strenuous requirements when building around them, they are ranked accordingly.
C and C-: These Pokémon are incredibly niche, but viable alternatives to higher ranked Pokémon on some archetypes or possess a small, but specific anti-meta niche. Even when expressly built around and given appropriate support, C/C- ranked Pokémon often suffer from consistency issues. Consequently, it is recommended that inexperienced teambuilders and players avoid these Pokémon.
D: These Pokémon are Ubers by tiering, but are considered unviable. They are not recommended for use. Nominating a D or UR ranked Pokémon requires accompanying replays or will not be considered.

Rules
- Post intelligently. Posts like "I think Pokemon X should be in this tier" will be deleted. Expand on your opinion with actual analysis showing understanding of the metagame and perhaps bringing a unique perspective to the conversation.
- Absolutely no flaming, personal attacks, or general idiocy will be tolerated.
- Usage statistics may be used to support an argument or a claim, but don't base your ENTIRE argument around them.
- When nominating a Pokemon to move from one rank to another, do not merely list its obvious qualities such as stats, typing, movepool, etc. If you think a Pokemon deserves to rise or drop, explain what has changed in the meta to cause such Pokemon to get better or worse.
- Unrelated discussion and unproductive one liners that do not greatly contribute to discussion will be deleted.
- Being Natdex AG or Natdex Ubers by tiering alone does not guarantee a ranking above the D rank.
- If you are nominating a Pokemon to be ranked (meaning it was previously unranked), then you need to provide serious replays of it being used.
- Failure to follow these rules after warning(s) will result in an infraction.
