Unsure National Dex Balanced Hackmons Terapagos/Ogerpon Transform interaction

What is the bug?
It is known and currently implemented on PS! that Terastallized Ogerpon formes and Terapagos are unable to be transformed into through Imposter/Transform, but the direct formes that can be used directly in tiers like National Dex BH can be transformed into.

Are you able to replicate it? If so, how?
Yes. Loading Imposter and the relevant formes with Tera in standard tier (NatDex Ubers) and the same formes in non-standard tier (NatDex BH +Terapagos-Stellar) shows reported behaviour discrepancy.

This is undefined National Dex behavior. In cartridge Gen 9, you can't even bring a hacked Terapagos-Stellar or a hacked Ogerpon-Hearthflame-Tera to a local battle. National Dex is probably overriding this behavior somewhere, so National Dex staff would have to comment on if this is actually a bug or not.
