With the conclusion of the Terastallization suspect, resulting in a ban, the council held a slate to determine which Pokemon will be dropped to move forward with the metagame. Pokemon designated as a suspect will be revisited down the line most likely, while Keep Ubers are not totally off the table, but unlikely. Pokemon not included were deemed unfit for the metagame at the time via council discussion.
mons designated with a Suspect* were tied 3-3, so they had the tie broken by the 1 outstanding vote. A Keep Ubers vote was viewed as being closer to a Suspect than an Unban for example, so the tiebreaker favors suspect.

Melmetal was originally broken by the overwhelming power of Choice Band Tera Steel Double Iron Bash (mouthful), however, without Tera is excaberate this power, we expect Melmetal to be a very positive presence for the metagame as a tank with its outstanding bulk, typing, and set flexibility rather than cleaving through your favorite 4x resist in Trick Room.

When you give the 200 Speed Electric-type with an automatic 1.5 boost to its STAB (at the time) a way to nuke Ground-types, things do not end well. Regieleki will unfortunately go back to the basement of irrelevancy without Terastallization.

An interesting case, many preached that Kingambit would be broken with or without Tera due to its innately insane traits, especially in NatDex such as Pursuit and Knock Off. It is a terrifying sweeper with Swords Dance + Supreme Overlord as everyone knows, however, in NatDex, Kingambit often found itself taking a backseat from constant sweeping to police Gholdengo and Dragapult with Pursuit, with these sets being widely regarded as healthy for the metagame. With Tera gone, Kingambit is now much more stoppable from Swords Dancing and clearing out many teams, with things such as Tapu Lele and Urshifu-R being glaring issues that come to mind. General physical walls tusk as Great Tusk and Landorus-T are now rather effective checks as well, leading us to believe it can be tried again in this metagame.

Gholdengo often found itself abusing Tera, especially on its bulky NP sets, however, with Kingambit in the tier and the inability to flip matchups on their head with Tera, we anticipate Gholdengo will be much more manageable and is worth another try.

Although it rarely abused Tera, mainly Tera Ghost on Specs sets, Dragapult was greatly limited by Kingambit's presence in the tier. With Kingambit back, Dragapult should be much more manageable with such a splashable answer, while Pokemon with more mediocre bulk are not as scared of Choice Specs' variants Shadow Ball without Tera to alter the breakpoints.

Zamazenta was a hellish abuser of Tera on its trademark IDBP set, with Choice Band Tera Fighting also serving to nuke just about anything in its path. Additionally, it serves as a natural check to Kingambit, while also fearing the two new Ghosts on the block. Additionally, without Tera, it can now be answered with more natural means such as Zapdos, Tapu Lele, and Slowking-Galar.

Unfortunately, Shedinja is not very good when it isn't an Electric-type with an Air Balloon.

Without the capability to turn into a monstrosity of stats with its special Tera form, Terapagos will come back down to Earth. Perhaps it will be a strong pick in NDRU, or shock everyone and get banned again? Time will only tell!
