[OVERVIEW]
<p>Although Lanturn may seem like a poor choice for the Uber metagame with only its HP to boast about, it has access to one of the best typings in the game. When paired with Volt Absorb, it resists both the BoltBeam combo and Water-Type attacks, three of the most common attacking types. This, combined with its good special bulk, allow him to be a good Special Tank and one of the best Kyogre counters in the game.</p>

<p>Lanturn has an excellent typing for a Special Tank: its is immune to Thunder and resists Surf and Ice Beam. Thunder is the most common attack in the Uber metagame and Surf and Ice Beam follow as the most common special attacks. Its special bulk is enough to tak advantage of that.</p>

<p>Thunder is obvious as Lanturn can switch in on any move of Kyogre and 2HKO back with Thunder, provided Stealth Rock is up. If you want the sure 2HKO without Stealth Rock, you'll need at least 92 SpA EVs. Thunder also has a nice 30% paralysis rate which can come in handy when your opponent tries to switch to a fast sweeper. Discharge is an option if you want 100 accuracy no matter what the weather is, but Thunder is usually the better option with Rain being so common.</p>

<p>Lanturn has access to a lot of handy support moves. If you're team is bothered by status, Lanturn can switch in on a predicted Thunder Wave and Heal Bell to cure your team of status. If you're team is fairly slow, Thunder Wave is a great option to spread status and slow down the opponent.</p>

<p>Ice Beam completes the BoltBeam combo, and hits many Dragons for massive damage, as well as Shaymin-S. Toxic deals steady damage against walls such as Lugia and Giratina who can easily take a hit and phaze you away.</p>

<p>Lanturns major downfall as a wall is its lack of recovery. If it wants to recover, it has to fall back to Rest or Protect for Leftovers recovery. Protect can also scout for opponents moves as some Uber sweepers can go both physical and special. It is not necessary for Lanturn to carry a recovery move as you can restore its health by smart switching into Thunder or Thunder Wave. You can have Surf, Thunder Wave or Heal Bell in the last slot for this reason.</p>

[ADDITIONAL COMMENTS]
<p>You can use Surf over Ice Beam if you prefer STAB over hitting Dragons. The power of Surf is also boosted in the Rain, which is extremely common.</p>

<p>Although Kyogre is a very common Pokemon in the Uber metagame, not all teams carry it. You can therefore use a Kyogre yourself to set up Rain and threaten Groudon, Lanturns biggest counter.</p>

<p>Skarmory is one of the best Pokemon to pair Lanturn with: Skarmory is immune to Ground-Type attacks and resists Grass-Type attacks 4x, while Lanturn is immune to Electric-Type attacks and resists Fire-Type attacks. Skarmory also has great physical bulk to take the physical hits Lanturn can't. It also adds a Dragon-Type resist to the team: this is extremely important.</p>

Lanturn is one of those Pokemon whose cool-typing and movepool who is spoilt by its subpar stats. As hard as you try, Lanturn is just not fit for the Ubers tier. Firstly:

Choice Specs Kyogre Surf vs Lanturn: 39.87% - 46.92% (3HKO, so Lanturn is losing if it's switching in)
Modest ScarfOgre Water Spout vs Lanturn: 42.07% - 49.56% (2HKO after SR)
Thunder vs 252/0 Kyogre: 37.62% - 45.05% - CM would just set up in your face

So no, not a very good Kyogre counter at all, unfortunately. Let's see other Special attacks that Lanturn might be switching into:

Specs Dialga Draco Meteor: 78.63% - 92.73%
Scarf Palkia/Dialga Draco Meteor: 48.24% - 56.83%
LO Rayquaza Draco Meteor: 62.33% - 73.57%

So yeah, Lanturn isn't taking any of those well either. The only thing Lanturn can really take is Thunder, which is common in the Ubers metagame. The only problem is, does it really matter that Lanturn got a free switch-in?? What is Lanturn going to do once it's in?? Nothing. It can't set up for a sweep, it can't fire off really powerful attacks, it can't set up entry hazards, it can't do anything harmful. In fact, if I'm your opponent, I'd keep Lanturn alive as long as possible so I get set up all sorts of stuff on it. It's just sitting there doing nothing, being a very switch-in for stuff like SD Chomp (Ice Beam can't even OHKO, which is shameful), RP Groudon, Dialga, etc. It's nothing but a liability, really.
 
The writing looks good, though you may want to combine some of the smaller "paragraphs". Set Comments should be 2 paragraphs max, whereas you have 5. You should probably expand the short ones if you can, but if not, that's fine :P
