Why this set deserves to be on-site:
-Excellent offensive typing lends itself to be a great revenge killer
-With a Choice Scarf Lanturn will outspeed anything up to a Timid Espeon
-Surf vs Hydro Pump is pretty much down to power vs accuracy
-The nature can be dependent. With a Timid nature, you will get the jump on Dugrio, but usually you will need to use Hydro Pump

Additional Comments:
- Signal Beam can be used over HP Fire for the extra power
- Hidden Power Fighting provides more super-effective coverage than HP Fire
- Blizzard can be used on a hail team
- Thunder is for rain

Teammates & Counters:
- If using a modest nature, Dugtrio works well, but generally anything that can survive a hit and hit back super-effectively will win
- Pokemon that lure Ground-types work well with Lanturn, though STAB Surf does a lot to the common ground types
 
In my personal experience, I've found Lanturn to be extremely lackluster in terms of firepower. If you're going to go for a scarfer, especially in OU (since you mention Heatran, Scizor, Forretress and Dragonite, which aren't present in UU), there are far better pokemon that you can use (Starmie comes to mind, as Timid can outspeed Modest Lanturn even without a scarf and hit harder, even if you don't carry Life Orb).
 
I don't see why anyone would use this over Rotom-W. Rotom-W has the exact same typing, much more power, and access to Trick to hinder walls such as Blissey. Granted, it doesn't get Ice Beam, but one can just run Hidden Power Ice in its place since it can still obliterate Dragon-types. Lanturn's immunity to Electric moves and higher bulk is compromised by its sheer lack of power. Rotom-W has access to Levitate as well, allowing it to switch in much more easily.

Anyways, I think this set is too weak to work effectively. 76 Special Attack isn't really something to brag, and no boosting item doesn't help either. Poor speed makes that he doesn't even outspeed Swellow with a Modest nature (edit: not even with a Timid nature! Lanturn is just too slow), forcing you to use a neutral nature as well. Some calcs (assuming Timid):

Surf vs 48/0 +1 Mismagius: 25.6% - 30.8%
Surf vs 120/0 Arcanine: 75.2% - 88.9%
Ice Beam vs 4/0 Venusaur: 48.3% - 57%
Surf vs 4/0 Alakazam: 50% - 58.7%
Surf vs 4/0 +1 Alakazam: 33.3% - 39.3%
Surf vs 0/4 Ambipom: 52.6% - 61.9%
Surf vs 0/4 Moltres: 77.3% - 91.6%
Thunderbolt vs 4/0 Swellow: 144.3% - 170.2%
Surf vs 0/0 Blaziken: 96.3% - 114.3%
Surf vs 160/0 Clefable: 31.8% - 38%
Thunderbolt vs 4/0 Toxicroak: 50% - 59.4%
Surf vs 0/4 Absol: 60.1% - 71.2%

As you can see, you're not OHKOing any common sweeper besides Swellow. Who outspeeds you.
 
Yeah I realized that. I got confused for some reason (probably because I forgot to look at the Past Generations part, and because the author was mentioning Heatran and Dragonite, both of which aren't even found in UU). I deleted my post like an hour ago though when I realized this, so...
 
Besides, Lanturn gets Agility, right?

If you're going for a Fast Lanturn gimmick, how about:

Lanturn / Modest @ Life Orb
252 SpA, 240 Spe, 16 Def
Agility
Thunderbolt / Thunder
Ice Beam / Blizzard
Hydro Pump

After Agility, Lanturn outspeeds all OU non-scarfers and all base-90 scarfers.

Yes, you lose a bit of coverage without HP Fire, but you gain the ability to switch up your moves, and Life Orb is nice for boosting your attack power.

I've slashed in Thunder and Blizzard in case you want to run this on a rain / hail team (I could see a niche, especially on hail teams).
 
Yes, this is DPP UU, I forgot to change the Teammates & Counters section. Also, I do like the idea of slashing Thunder and Blizzard. This could work really well on a hail team.
 
Water + Electric is hardly great offensive typing; both STABs are resisted by the #1 Pokemon in DPP UU (Venusaur). Outspeeding only up to base 120s is pretty bad too, since Swellow is a prominent threat.

That said I think a far more prominent problem is this: why would you Scarf something with 76 base SpA? How are you going to kill anything with it? A look at Tomahawk9's calcs show that even Pokemon hit super-effectively by a STAB move aren't OHKOed, which is not a good sign, to say the least.
