[OVERVIEW]

Kyogre is the most devastating Pokemon in the metagame, bar none. Its strong Water Spout, further boosted by rain, can decimate unprepared teams in just a few turns. Even when its HP is worn down, Origin Pulse and Scald still hit anything that doesn't resist Water very hard. With Dynamax, it can even break out of disadvantageous Choice locks and reset its own rain. With the ability to pair these massive Water-type attacks with both Thunder and Ice Beam, only a few Pokemon like Dialga and Palkia can be considered safe from Kyogre's onslaughts. Due to Kyogre's popularity, almost every team will be packing Grass- and Electric-type Pokemon to check it. Due to a lack of boosting moves, Kyogre has a difficult time breaking through Light Screen. Additionally, faster Pokemon and priority users carrying Grass- and Electric-type coverage, such as Grassy Glide from Rillaboom and Thunderbolt from Regieleki threaten it greatly. Thanks to their typing and natural bulk, Dialga and Palkia are also able to stand up to Kyogre well.

name: Choice item
move 1: Water Spout
move 2: Origin Pulse / Scald
move 3: Thunder
move 4: Ice Beam
item: Choice Scarf / Choice Specs
ability: Drizzle
nature: Timid
evs: 4 HP / 252 SpA / 252 Spe

[SET COMMENTS]

* Water Spout at full HP is Kyogre's strongest move, and its ability to circumvent redirection in its base form and Wide Guard when Dynamaxed makes it almost unavoidable. It is also worth noting that Max Geyser is particularly helpful to reset rain against Groudon's and Torkoal's Drought.

* Origin Pulse provides a backup spread attack for when Kyogre's HP has been chipped down, though its accuracy is its biggest drawback. Scald, however, can't miss, bypasses Wide Guard, and can land burns at the cost of the lack of a second spread move.

* Thunder is most notable for hitting other Kyogre, though it can also be useful for damaging Lapras and Tapu Fini as well. Max Lightning also has benefits for blocking Spore and Sleep Powder as well as removing Grassy Glide's priority by setting Electric Terrain.

* Ice Beam gives Kyogre a last-ditch option to hit Grass-types such as Rillaboom and Amoonguss. It is best to avoid using Max Hailstorm where possible, as it will set hail in place of rain, reducing Kyogre's damage output.

* Choice Scarf with a Timid nature will outpace Jolly Pheromosa, meaning Kyogre can use Water Spout before almost any unboosted Pokemon in the metagame, with the exception of Regieleki. Choice Specs aims to maximize Kyogre's damage output, but it still should opt for a Timid nature to outrun the likes of Venusaur and Rotom-W, as well as Speed tie with opposing base 90s such as Groudon and other Kyogre.

[SET]
name: Mystic Water
move 1: Water Spout
move 2: Origin Pulse / Scald
move 3: Thunder / Ice Beam
move 4: Protect / Ice Beam
item: Mystic Water
ability: Drizzle
nature: Timid / Modest
evs: 4 HP / 252 SpA / 252 Spe

[SET COMMENTS]

* Water Spout hits anything that doesn't resist Water for insanely high amounts of damage both in and out of Dynamax.

* Origin Pulse and Scald are backup Water-type attacks for when Kyogre has low HP and is not Dynamaxed. Origin Pulse is useful for having an additional spread move, while Scald's main benefits are circumventing Wide Guard, having perfect accuracy, and having the chance to burn the foe.

* Thunder and Ice Beam make up Kyogre's coverage options, and the coverage should be selected based on whether the team struggles more with breaking through Water-types or Grass-types. Thunder has more uses in Dynamax, as Max Lightning provides beneficial effects such as blocking sleep by setting Electric Terrain and boosting other Electric-type attacks. In contrast, Max Hailstorm is actually disadvantageous to Kyogre, since its rain will be overridden by hail.

* Timid is the preferred nature for Mystic Water Kyogre, as it can outspeed Rillaboom and Modest Kyogre. However, Modest can be used if the desired goal is the strongest damage output possible.

* Mystic Water is chosen over Life Orb as it does not reduce Kyogre's HP, keeping its Water Spouts at full power.

Dynamaxed Kyogre makes a decent Weakness Policy user, being able to revenge kill Dynamaxed Assault Vest Kartana after surviving a Max Overgrowth; however, Kyogre's two Weaknesses means there's no guarantee that it will be activated every game. Additionally, a set based entirely around taking damage cannot use Water Spout to its fullest potential. Calm Mind can be paired with redirection users such as Amoonguss and Indeedee-F with a similar goal of making Kyogre more threatening in Dynamax, but it must forfeit a coverage option to do so. Bulkier Kyogre builds can be utilized on Trick Room teams, but these often struggle breaking slower threats such as Amoonguss and Calyrex-I.

With the ability to pair these massive Water-type attacks with both Thunder and Ice Beam, only a small portion of the metagame is outright safe from Kyogre's onslaughts. Due to Kyogre's popularity, almost every team will be packing one, if not both, of a Grass- and Electric-type Pokemon or two Grass- or Electric-type Pokemon in an attempt to maximize their odds of checking Kyogre. The sentence sounded just a little bit clunky, so I thought that might be a way to make your point a little bit more concise. Due to a lack of boosting moves, Kyogre has a hard time breaking through Light Screen and faster Grass and Electric coverage, such as Grassy Glide from Rillaboom or Thunderbolts from Regieleki. Thanks to their typing and natural bulk, Dialga and Palkia are also able to stand up to it decently well.

* Water Spout at full HP is Kyogre's strongest move, and is required for all sets. Its ability to circumvent redirection in its base form and Wide Guard when Dynamaxed makes it almost unavoidable. It is also worth noting that Max Geyser is particularly helpful to reset rain against Groudon and Torkoal.

* Origin Pulse provides a backup spread attack for when Kyogre's HP has been chipped below 73%, though its accuracy is its biggest drawback. Scald can't miss and can land burns at the cost of the lack of a second spread move. Could also mention how Scald is good for avoiding Wide Guard spam.

* Thunder is most notable for hitting other Kyogre, though it can also be useful for damaging Lapras and Tapu Fini as well. Max Lightning also has benefits for blocking Spore and Sleep Powder as well as removing Grassy Glide's priority.

* Ice Beam gives Kyogre a last-ditch option to hit Grass-types such as Rillaboom and Amoonguss. It is best to avoid using Max Hailstorm where possible, as it will set hail in place of rain.

* Water Spout is the primary STAB attack of choice, both in and out of Dynamax, hitting anything that doesn't resist Water for insanely high amounts of damage. Its 150 BP Max Geysers will hit particularly hard thanks to the boost from Mystic Water,.
May be worth noting why mystic water is the superior option over Life Orb, because some may not consider the fact that the recoil reduces water spout damage over time.

* Origin Pulse and Scald are backup Water-type attacks for when Kyogre has low HP and is not Dynamaxed. Origin Pulse is useful for having an additional spread move, while Scald's main benefits are the perfect accuracy and chance to burn the opponent. Again with the wide guard comment.

* Thunder and Ice Beam both make up Kyogre's coverage options, and the coverage should be selected based on whether the team struggles more with breaking Water-types or Grass-types. Thunder has more uses in Dynamax, as Max Lightning provides beneficial effects such as blocking sleep and boosting other Electric-type attacks. In contrast, Max Hailstorm is actually disadvantageous to Kyogre, since its rain will be overriden overridden by hail.

* Protect allows Kyogre to keep itself same safe from the Electric- and Grass-type attacks it so often baits, but if a team has ample support, Ice Beam can be used to further increase its offensive pressure.

* Timid is the preferred nature for Mystic Water Kyogre, as it can outspeed Rillaboom and Modest Kyogre as well as Calyrex-S at +1 Speed. However, Modest can be used if the desired goal is the strongest damage output possible.

overall a very exellent post! once these changes are implemented it can be sent to the grammer team.

Grandmas Cookin didn't implement everything so wanted to give my reasoning:

some of the stuff in the overview felt more GP related, so everything I wasn't 100% sure about I just left as is.

for the set comments, I removed the protect / ice beam line as well as the calyrex-s mention entirely. protect is almost always an obvious choice, ice beam was just explained in the line prior, and getting to +1 speed with MW ogre is a little specific anyways since its mostly ran on tailwind.

holler at me on disc if theres anything else you think really needs fixing, otherwise ill send this to gp before i head to bed

doesn't resist Water like a truck.

This looks good, I agree with the removal of the calyrex line. definitely just caused unneeded confusion.

* Water Spout is the primary STAB attack of choice, both in and out of Dynamax, hitting hits anything that doesn't resist Water for insanely high amounts of damage both in and out of Dynamax (removed fluff phrase "is the STAB attack of choice"). Mystic Water is chosen as the boosting item of choice over Life Orb, (AC) as it does not reduce Kyogre's HP, keeping its Water Spouts at full power. (this should probably be at the bottom of the bulleted list bc its moves first then other stuff at the bottom)

Thunder has more uses in Dynamax, as Max Lightning provides beneficial effects such as blocking sleep by setting Electric Terrain (makes it clearer to new players) and boosting other Electric-type attacks.
