[OVERVIEW]
Kyogre is the most devastating Pokemon in the metagame, bar none. Its strong Water Spout, further boosted by rain, can decimate unprepared teams in just a few turns. Even when its HP is worn down, Origin Pulse and Scald still hit anything that doesn't resist Water very hard. With Dynamax, it can even break out of disadvantageous Choice locks and reset its own rain. With the ability to pair these massive Water-type attacks with both Thunder and Ice Beam, only a few Pokemon like Dialga and Palkia can be considered safe from Kyogre's onslaughts. Due to Kyogre's popularity, almost every team will be packing Grass- and Electric-type Pokemon to check it. Due to a lack of boosting moves, Kyogre has a difficult time breaking through Light Screen. Additionally, faster Pokemon and priority users carrying Grass- and Electric-type coverage, such as Grassy Glide from Rillaboom and Thunderbolt from Regieleki threaten it greatly. Thanks to their typing and natural bulk, Dialga and Palkia are also able to stand up to Kyogre well.

* Water Spout at full HP is Kyogre's strongest move, and its ability to circumvent redirection in its base form and Wide Guard when Dynamaxed makes it almost unavoidable. It is also worth noting that Max Geyser is particularly helpful to reset rain against Groudon's and Torkoal's Drought.
* Origin Pulse provides a backup spread attack for when Kyogre's HP has been chipped down, though its accuracy is its biggest drawback. Scald, however, can't miss, bypasses Wide Guard, and can land burns at the cost of the lack of a second spread move.
* Thunder is most notable for hitting other Kyogre, though it can also be useful for damaging Lapras and Tapu Fini as well. Max Lightning also has benefits for blocking Spore and Sleep Powder as well as removing Grassy Glide's priority by setting Electric Terrain.
* Ice Beam gives Kyogre a last-ditch option to hit Grass-types such as Rillaboom and Amoonguss. It is best to avoid using Max Hailstorm where possible, as it will set hail in place of rain, reducing Kyogre's damage output.
* Choice Scarf with a Timid nature will outpace Jolly Pheromosa, meaning Kyogre can use Water Spout before almost any unboosted Pokemon in the metagame, with the exception of Regieleki. Choice Specs aims to maximize Kyogre's damage output, but it still should opt for a Timid nature to outrun the likes of Venusaur and Rotom-W, as well as Speed tie with opposing base 90s such as Groudon and other Kyogre.

* Thunder and Ice Beam make up Kyogre's coverage options, and the coverage should be selected based on whether the team struggles more with breaking through Water-types or Grass-types. Thunder has more uses in Dynamax, as Max Lightning provides beneficial effects such as blocking sleep by setting Electric Terrain and boosting other Electric-type attacks. In contrast, Max Hailstorm is actually disadvantageous to Kyogre, since its rain will be overridden by hail.
* Timid is the preferred nature for Mystic Water Kyogre, as it can outspeed Rillaboom and Modest Kyogre. However, Modest can be used if the desired goal is the strongest damage output possible.
* Mystic Water is chosen over Life Orb as it does not reduce Kyogre's HP, keeping its Water Spouts at full power.

Dynamaxed Kyogre makes a decent Weakness Policy user, being able to revenge kill Dynamaxed Assault Vest Kartana after surviving a Max Overgrowth; however, Kyogre's two Weaknesses means there's no guarantee that it will be activated every game. Additionally, a set based entirely around taking damage cannot use Water Spout to its fullest potential. Calm Mind can be paired with redirection users such as Amoonguss and Indeedee-F with a similar goal of making Kyogre more threatening in Dynamax, but it must forfeit a coverage option to do so. Bulkier Kyogre builds can be utilized on Trick Room teams, but these often struggle breaking slower threats such as Amoonguss and Calyrex-I.
