<p>Due to Kingdra's bulk and lack of weaknesses, it makes for an ideal user of Rest and Sleep Talk. The set is rather straightfoward. Rest and Sleep Talk allow Kingdra to recover away any damage it has taken throughout the course of the battle while simultaneously ridding itself of hindering statuses such as poison and burn. The attacking combination of Dragon and Water is only resisted by Empoleon, giving Kingdra impressive type coverage while only utilizing dual STAB. Due to Kingdra's balanced Attack and Special Attack stats, it is capable of using either a physical or a special set. Simply use Outrage, Waterfall, and a Careful Nature when using a physical set and Dragon Pulse, Surf, and a Calm Nature when using a special set. The use of Outrage on a physically oriented set allows Kingdra to hit opposing Pokemon harder than any of its other options. Also, if Kingdra uses Outrage while asleep, it is neither locked into that move nor confused. Surf allows Kingdra to hit Skarmory and Bulky Ground-types harder.</p>

<p>The set utilizes fine-tuned EVs to handle one of the metagame's top threats, Heatran. Kingdra can switch into Heatran's Fire Blast, Earth Power, Hidden Power Ice, or Hidden Power Electric with impunity due to a healthy investment in HP and Special Defense. 252 HP / 176 SpD and a Careful Nature allow Kingdra to take less than 53% from Timid Scarf Heatran Dragon Pulse, making it a relatively surefire counter. However, Kingdra should be wary of Explosion. 12 Speed EVs allow Kingdra to outspeed those appliance Rotom who forsake Speed in order to invest in defenses. A Thunderbolt from such a Rotom only manages 28% maximum damage. The remainder of EVs are placed into Defense.</p>
 
Meh, this set should be combined with KDs, with a mention of a different EV spread. I also thing Outrage is a bad idea if you are trying to play this defensively, which in that case should warrant a different set. I would recommend Surf / Dragon Pulse. After all, Surf hits a hell of a lot harder than Waterfall does :-D.
 
Outrage doesn't lock you in or cause confusion when asleep. And the fact that the two are played completely differently means that it warrants its own set. I've already discussed this with KD and he agrees. I've tested the set and it works perfectly well. There were absolutely no problems with the use of Outrage.
 
That's only if your sleeping, which you may not be. Surf / Dragon Pulse would probably do this just as well without that ill-effect. I don't see the benefit of using Outrage on such a defensive set like this.
 
Dragon Dance might be a considerable option over Waterfall or Outrage to make a RestTalking sweeping Kingdra. If it's used over Waterfall, there isn't much to risk with Outrage since it will either 2KO or OHKO a switch in.

This set might attract Scizor, though :/, especially onces who carry Swords Dance and Roost, hence why a Special version or Dragon Dance would be a bit better placed here.

Once again, this set is different than the Dragon Dance set.

If the only objection is the inclusion of a Special variant, I would be more than willing to incorporate that into the edit.
 
I don't know, we should wait for other feedback. I just figure if you want to Outrage, just use KD's RestTalk set. If you want to counter the things you mention, Surf and Dragon Pulse does this perfectly. Surf also will hit bulky grounds and Skarmory, etc. harder than Waterfall is. When you think about it, waterfall is a pretty weak move at only 80 BP, where as Surf has 95 BP and Kingdra can go either way thanks to its balanced base stats.
 
Due the dual nature of the set, I'm just going to add a paragraph detailing the two possibilities while emphasizing their equality.

"Special" should be lowercase, and "as" should be omitted (or rephrase it to "just as possible")
 
Part of me thinks you should just slash the set like Waterfall / Surf and Outrage / Dragon Pulse and Careful / Calm, then the comments could be as simple as "Water + Dragon offers solid type coverage and Kingdra has the stats to use both combinations. Use a Calm nature with Surf / Dragon Pulse and Carefull with Waterfall / Outrage," etc.
