Why this set deserves to be on-site:
- Cripples most of Kingdra's usual Counters.
- Kingdra's phenomenal Dragon/Water typing allows him to switch in on many of his resistances, including his quadruple resistance to both Fire and Water.
- The given EVs on this set allow Kingdra to outspeed Base 130s, as well as many other pokemon that Kingdra might not outspeed.
- As Kingdra is usually a slow Pokemon without the rain, opposing battlers will be shocked to see a Kingdra that is exceptionally fast even without the rain.
- Ability to outspeed some opposing Kingdra that do not fully invest in Speed in rain after a Dragon Dance.

Additional Comments:
- Yawn is an alternative option to Toxic if Empoleon concerns you, since Empoleon is immune to Toxic.

Teammates and Counters:
-Has great Synergy with Steel-types such as Bronzong. Bronzong and Kingdra complement each other's weaknesses perfectly, as Bronzong can switch into Dragon attacks aimed at Kingdra while Kingdra can easily take oncoming Fire attacks aimed at Bronzong.
-Walled by Empoleon, since he is immune to Toxic as well as resistance to all of Kingdra's STAB moves.
-A Pokemon with access to Rain Dance is helpful, since Kingdra is still at risk of being outsped by other Pokemon equipping Choice Scarf, such as Choice Scarf Flygon.
 
Not that I see this set working well AT ALL considering kingdra lacks significant base power (especially with a speed boosting nature), but if I was going to run a choice scarf kingdra wouldn't it make more sense to run a mixed set with Outrage over toxic?????

ps: this set seems very gimmicky, the QC guys will probably want to see logs if anything at all.

Outrage isn't doing enough damage to most of Kingdra's switch-ins without Life Orb. In prospect, you first open up with Draco Meteor or Hydro Pump to see if the opponent has any Steels/Bulky Waters.
 
This basically looks like a mediocre Flygon. Less speed, worse defensive typing, worse dual STAB, less attack, no U-turn, etc. You don't even have the advantage of being able to run both in tandem, because really, what advantage do you have running 2 Dragon-type scarfers?

The other big thing here is that this is even outclassed by Choice Scarf Gyarados, which is amusing, because Scarf Gyarados has the same issues, and was rejected by QC.

Sorry, but I'm going to have to say no to this.

EDIT: Barely even noticed that this is running Special attacks rather than physical ones, which means that this is just flat out walled by Blissey, also locks itself into Draco Meteor (which is worse than Outrage by far), has to worry about HPump missing, has the meh power of Dragon Pulse, and again, that 90 base power just isn't impressive.
 
I'm in full agreement with SDS. Kingdra doesn't have the stats to pull off a threatening Choice Scarf set, and is majorly outclassed by Flygon who can arguably pull off a Choice Scarf set with a lot higher success than Kingdra, since he has resistance to Stealth Rock and immunity to the grounded hazards, has U-turn to scout for counters, and has higher Speed and Attack. This Kingdra is basically set-up bait to anyone that has decent bulk, such as Gyarados, Jirachi, Rotom-A, and Scizor, among many others.

In my opinion, Rain Dance Kingdra is better than Choice Scarf Kingdra because she will have double the Speed and a powered up Water STAB, making her a lot more threatening. Furthermore, Rain Dance Kingdra has the freedom of alternating between attacks to prevent her from being set-up bait. All in all, Choice Scarf Kingdra is outclassed by Choice Scarf Flygon and Rain Dance Kingdra, so consider this a disapproval from me.

Also not QC but I also have had bad experiences trying this style of set out. He has resistances, but not the power.

For the record, Kingdra only has three resistances, which is HARDLY many. Fire, Water, and Steel. Steel resistances are pretty easy to come by, so it is really only Water / Fire worth noting. I mean I suppose you can come in on Infernape's Fire Blast and kill it, but that is about it.
 
I think your better of with Rain Dance in your moveset so your speed is boosted, you can switch between your move and your Water type attacks get a boost. So like other have said already, no. =/
