Base Stats: 65 HP / 70 Atk / 60 Def / 65 SpA / 65 SpD / 115 Spe

Abilities: Limber, Technician, Unnerve (HA)

Moves of note: Bite / Assurance / Thief / Trailblaze/ Swift / Snarl / Chilling Water / Icy Wind

With a blistering 115 base speed and access to the fantastic ability in technician and a decent movepool to pull from, Persian can become very annoying, very fast. With technician boosting the low power moves in its arsenal, it can hit pretty hard and debuff the opponent if given a chance. Access to Icy Wind gives it the opportunity to slow down faster mons for the rest of the team, while chilling water and snarl can lower the opponents attack or special attack respectively and do decent damage. That being said, normal isn't the best defensive typing and Persian is pretty frail with a 65/60/65 spread. And given the prevalence of body press on numerous mons (Stamina Mudsdale anyone?) makes it hard for Persian to do its debuffing reliably. Brambleghast also poses an issue with Wind Rider, making it immune to Icy Wind and being able to set up on it.
Potential sets:

One Cool Cat
K-Persian @ Focus Sash
Ability: Technician
EVs: 252 SpA /252 Spe/4 Hp
Timid Nature
Tera Type: Ghost
Chilling Water
Icy Wind/Trailblaze
Snarl
Taunt/U-Turn

Pretty simple suicide lead if you're feeling reckless. Timid and max speed investment give it the opportunity to outspeed most mons save for those with choice scarf. Chilling water for physical attackers, snarl for special attackers, rinse and repeat until the opponent switches out or Persian faints. This set suffers from 4MSS with trailblaze offering the chance to do damage and boost Persians speed to ridiculous levels or Icy Wind lowering the opponents speed to help its slower teammates set up or take out the opponent. Taunt is there to stop status moves, entry hazard setting and stat boosting on the opponent's side, or could be swapped in with U-Turn to get out of an unfavorable matchup. Tera Ghost could be used for the old normal to ghost switcheroo if you predict a fighting move is going to hit Persian.

Threats:
Any mon with competitive or defiant will shrug off the debuffs of the Chilling Water and Snarl and become a greater threat. Those with clear body also ignore the debuffs and are Persian's greatest challenge.

As stated before, it is very frail on both defensive stats, so don't expect it to live more than 2 hits (because of the focus sash).

Hey there, welcome to UU. Unfortunately, you need permission to start these pokemon threads (as well as other threads in general), but you can ask for permission here for the individual pokemon. While your formatting is mostly fine, I would also recommend requesting to take pokemon that are more viable in the UU metagame, maybe like the newcomer Maushold for example, that serves as a stronger option in the metagame than Persian via having a similar movepool while also packing the significantly stronger Population Bomb as STAB and Tidy Up that serves both as a setup move and a valuable entry hazard removal. Thanks for your interest in the tier, hope you enjoy your time here!
