My Thoughts:
Intelleon seems like it's a powerful special attacker at first due to its impressive stats backed by Choice Specs or Life Orb. After all, in this new meta, 125 Special Attack and 120 Speed are absolutely incredible. It also has a cool move called Snipe Shot that allows it to bypass abilities like Water Absorb or Storm Drain, meaning this can threaten Gastrodon. The move also has a high critical hit ratio, which pairs quite nicely with Sniper. However, Sniper is unreleased, so its lack of useful Abilities and rather shallow special attacking movepool really hurt. It's also easily revenged killed by Scarfers and priority users due to its fragility. It can at least nail Galarian Corsola for super effective damage, but it's forced to rely on Dark Pulse or Air Slash to get some flinches off on Ferrothorn and Toxapex, or it can simply U-turn out of the battle.
I feel like it might be a smidgen better once Sniper is released. Fishing for crits along with Scope Lens can potentially allow Intelleon to break past these certain defensive threats by sheer force alone. Intelleon also has access to Focus Energy, which it can set up since it can force switches against Pokemon like Coallosal, Gengar, and Polteageist before a Shell Smash boost. It works sort of like a frailer but faster and stronger version of Sniper Kingdra in SM RU.
As far as Dynamaxing goes, Intelleon is going to be better when Sniper is released. Imagine 3 turns of Z-moves and all of them crit. That either sounds like a gimmick or a thing to look out for, but for now, there's way better users of Dynamax like Gyarados, Gengar, or even Kommo-O. But if you are going to use it as your Dynamax, Max Geyser can set rain which makes its Water-STAB much more impressive while Max Airstrike can boost its Speed, which improves its matchup against speedy threats like Dragapult. Max Darkness could be useful for getting Sp. Def drops, which can make Intelleon more threatening.
I also want to talk about its design. I like the transition from a timid-looking Sobble to the cool, confident sharp shooter that is Intelleon. I think it's a pretty neat design, if a tad goofy. Does it fly with those back fins or is it like a cape? Maybe it's just me, but I actually like the more cartoony and stylized look of Gen 8. On an unrelated note, Gex 3 looks good on the Switch.

For now, this is the best set I can use to make Intelleon viable. It has a great speed tier and frigtening power coming from its Special Attack, and it can fish for crits with Snipe Shot. If only Hidden Power was a thing because this really wants to break Ferrothorn and Toxapex without relying on hax from Dark Pulse or Air Slash. U-turn is to escape bad matchups from against Pokemon like Ferrothorn, Drakovish, or Rotom-W.
Intelleon @ Scope Lens / Life Orb

Once Sniper is released, this might work as a Dynamaxer. Force a switch against something like Gengar, Appletun, or Coallosal, and set up Focus Energy first. Then get big and land three critical hit Z-moves in a row. It's essentially Kingdra 2.0, minus a Dragon-typing. It should be noted that Max Geyser 2HKOs Toxapex with crits and Max Airstream gives Intelleon a Speed boost to improve its matchup against Choice Scarf users and Dragapult.
Other Options:
Intelleon could try Swords Dance to use a physically offensive set, but its physical movepool is extremely shallow. Weather Ball could be cool on Sun teams to nail Ferrothorn. Maybe a mixed set using Work Up could work, but Intelleon is too frail to find opportunities to set up.
That's essentially all I have on the third Galar starter. Do you think it's an underrated threat or underwhelming Pokemon in Gen 8 OU? What are your thoughts?
