How is Chien-pao/Dragonite not banned?

I’m just surprised at the duos that are banned in this format and how paonite isn’t?

Maus ape is banned.
Dozo/tatsu is banned.
Paonite is on basically every single team and is basically impossible to counter due to how broken it is.
All you need is to put paonite protecting next to extreme speed Tera normal dragonite and it just one shots… everything.
