How do you get the National Pokedex in Pokemon Platinum?

I've seen 209 pokes in the sinnoh dex. But I didn't see #151:manaphy. Is there anyway to see it other than trading because I can't trade...
Btw, I don't speak Japanese so I can't understand if some character tell me to go somewhere/get something/meet someone....to get the National Dex...

you dont need to see manaphy. just go talk to rowan and it will be like d/p
