Why it deserves to be on-site:
-Good alternative to the Life Orb set, as it involves no consistent damage for power
-Good against Pokemon who could not be super effective attacked, and can OHKO unsuspecting teams with lower defense, with the high critical hit ratio dealing out fairly massive damage
-Hochkrow currently has one set, with an item generally given to better sweepers; this provides sweeping ability while leaving room for more qualified sweepers to use the Life Orb

Additional Comments:
-Relies heavily on critical hits
-For Move 2
-Sky Attack is a 2 turn move that leaves you vulnerable to counter attack while readying it, but it has a high critical hit ratio and is very powerful, with a good possibility of OHKOing in a super effective attack, and doing massive damage to neutral types
-Drill Peck has more PP, more accuracy, and requires only one turn to use it. It lacks the high critical hit ratio, but it has decent base power anyway, and critical hits aren't out of the realm of possibility
-For Move 3
-Steel Wing is a fairly good move, with the possibility of raising defense, which is generally a plus, especially on Rock types
-Superpower is far more powerful than Steel Wing, and is super effective on Hochkrow's same weaknesses (Ice and Rock), while also somewhat eliminating the threat of a wall by Steel types, but the stat lowering may turn off those who plan on staying alive for a while
-For Move 4, any other moves that you could recommend would be appreciated, I couldn't find a really good strategic move to give it, and I figured that another purely offensive Honchkrow is a waste of time. Though, Roost can allow Honchkrow to survive slightly longer if used well, and this set is a killer if given time to get criticals.
Teammates and Counters:
-Good asset to any team (I used it in a flying monotype team), especially if it can get Speed boosts through Baton Pass or Tailwind
-Electrode makes a beastly counter, as Honchkrow is easily outsped and has no counters to Electric types. Actually, any fast, special Ice or Electric attackers stand a very good chance if they aren't OHKO'd in a critical. Physical walls who resist Dark types (ie. Aggron or Steelix) are also not a boon for Honchkrow.

Don't know much about analyses, so I won't do a real one, but this set has produced an amazing asset for my Flying monotype team. I know it's pretty similar to what can be done to Drapion, but Honchkrow's attack is good enough that the Sniper boost isn't entirely necessary. This is just my experience, though, feel free to improve it, or delete it if it's been done before.
 
Relies too much on luck, relies on a 2 turn move, moves have mediocre BP, so they don't hit hard enough when not boosted, etc.

In case you missed it, a similar set for Gallade was recently given the boot, and this one isn't any different. This gets an easy no from me.

No. we rejected something similar before if I recall correctly.

Apart from what Seven Deadly Sins said, you have pretty much listed only UU Pokemon as support members for this Honchkrow, which makes me think that you don't really know that this is a Borderline Pokemon, and hence can't be used in lower tiers.
