Ho-Oh is a great wall thanks to its great HP stat, bulk, and access to Regenerator to keep itself healthy. Ho-Oh can tank physical attacks from Pokemon such as Marshadow, Necrozma-DM, and Zacian not locked into Wild Charge and threaten them back with Sacred Fire or Toxic. It can also use Toxic to come in on special attacks from Yveltal and Calyrex-S and cripple them or cripple switch-ins like Kyogre and Palkia. Ho-Oh can use Whirlwind to phaze threatening setup sweepers such as Zygarde-C and Xerneas. It needs teammates that can come in on Kyogre and Eternatus, so Pokemon like Ferrothorn and Calyrex-S, respectively, are useful to check them. Ferrothorn can also provide entry hazards, which pair well with Whirlwind. Necrozma-DM is another good teammate that can check Eternatus, provide Stealth Rock, and check a boosted Xerneas if Ho-Oh is chipped.

remove Yveltal mention here, you really don’t want to get knocked. Zacian is a great alternative mention as Ho-Oh can take any attack but Wild Charge and regenerate off any damage.

Palkia really is not that common so I would avoid mentioning it for the second time here, instead I would mention switch-ins for Eternatus which commonly comes in on Ho-Oh and doesn’t mind getting burned/is immune to poison. Etern can proceed to Toxic Ho-Oh or PP stall it out and set-up Toxic Spikes in turn. You already mention Necrozma-DM and it makes a good switch-in to Eternatus being immune to poison and shrugging off any damage it can do.
