The CAP council has nerfed Hemoglobin causing it to lose access to Bitter Blade and Fire Lash. Hemogoblin appreciated its STAB sustain in Bitter Blade most notably which benefits from Bulk Ups as it gives it power and longevity. Hemogoblin is a Fire / Fairy type that enjoys the offensive playstyles of both of its respective typings. Fire teams originally supported Hemogoblin with weather setters in Jumbao and Torkoal to boost its Fire-STABs. Astrolotl could opt for Healing Wish as its kit in Fire Lash essentially forces swaps due to its secondary effect causing -Def drops. Hemogoblin directly appreciates Klefki's dual screens which allow it to setup with Bulk Up and then pick up kills with Spikes. Extreme Speed + Pixilate is still something to keep note of however despite Hemogoblin losing such significant coverage moves. With that being said, this discussion is potentially made to relook at Hemogoblin in the tier. Feel free to post your thoughts on this Pokémon! This discussion will remain open for 2 weeks until a definitive action is determined.

From experience and seeing many matches rather its from cap mono or regular cap; E speed will always be threatening, but also having that recovery option with bitter blade is what threw it over the edge as well. I feel now your dmg will stick on it more + it forces them to run Moonlight if they want any type of recovery or still run band/bulk up if they still choose to do but now risk permanent damage if inflicted. I for one think now Hemogoblin deserves another chance in the metagame with its recent nerfs.
