Surf heavily damages phazers such as Tyranitar and Steelix, and Ice Beam improves its matchup against Exeggutor, Dragonite, and Zapdos. Without Rest and Acid Armor, Vaporeon lacks the longevity to go head-to-head against Snorlax, so teammates that check it such as Steelix and Self-Destruct Snorlax are greatly appreciated. Exeggutor also pairs well with Vaporeon, as it can check Raikou by eliminating it with Explosion or weakening it enough for Vaporeon to sweep. Machamp pressures Snorlax and Zapdos, allowing one of itself or Vaporeon to sweep late-game.
