- Slate 15: Victory Road -
Blaziken, Mewtwo (X and Y), Rayquaza
For this slate, we handle the final 4 Megas we have to change! These are the only Mega Evolutions whose base forms are in Ubers and thus their Mega never graced the lands of OU, but they've each hand an impact in their own ways. Blaziken's Mega is just a slightly beefed up version of its base form, actually being worse than its base form in Gen 6 Ubers, but coming into its own in the higher levels of Gen 7 Ubers. When base Blaziken was made legal in Gen 8 OU and NatDex OU, Mega Blaziken was even suspect tested in NatDex, though it quickly proved to still be too much for the lands of OU. Mewtwo's Megas have been in a bit of a weird spot since they came to be, both having great qualities to give you a reason to use them over base Mewtwo, but some shockingly glaring flaws as well, so Mewtwo was about as good as both of its Megas in Gen 6, while Mega Mewtwo Y has been preferred in recent generations, and Mega Mewtwo X just being there. Last is Rayquaza. It needs no introduction. One of the most broken Pokemon ever created.
A couple important notes about this slate. After much deliberation, the council has decided that we will be complex banning the combination of Blaziken and Speed Boost, thus making Blaziken legal in OU. This means that Mega Blaziken subs must be made with OU in mind. Complex banning is a touchy topic when it comes to tiering, which is why such a complex ban has never happened in vanilla OU in Gens 5-7, but for us, we felt that it would be okay to implement this complex ban to serve the mod's purpose of re-exploring every Mega Evolution. Allowing Blaziken allows us to maximize that goal. Aside from rule breaks on the other Megas, Mega Blaziken submissions are the only ones that could be vetoed for balance reasons, since they're being made for OU.
Additionally, for Mega Rayquaza submissions, you may choose how to activate its Mega Evolution. In vanilla ORAS, this is done by just having the move Dragon Ascent in its moveset. However, if you want to potentially make a Raquaza that could be balanced in a theoretical Megas Revisited Ubers or add an extra Mega Stone to a possible Mix and Megas Revisited, then you can choose to give it a Mega Stone. Additionally, you could choose to activate it with another move in the case that you change Rayquaza's typing or something. However, the rules on custom moves still apply, so you cannot create a custom move to do this.

After the submission phase is over, voting will begin. This mod will be using the same voting system as Book of Enigmas, where you can vote for as many submissions as you want, with each submission getting a certain number of points based on how you ranked it. An example can be seen below.
The submission with the most points in a category will be added to the mod. For every Mega, you will also have the option to vote for the original Mega Evolution if you aren't a fan of any of the submissions. However, this can't be done for Pokemon whose original Megas were banned to Ubers.For a slate with Mega Beedrill, Mega Lopunny, and Mega Pidgeot, for example, a ballot would look like this:
Beedrill: User 1, User 2, User 3
Lopunny: User 4, User 5, User 6
Pidgeot: User 7, User 8, User 9
With this ballot, Submission 1 for Mega Beedrill would get 3 points, Submission 2 would get 2, and Submission 3 would get 1. The same goes for Submissions 4, 5, and 6 in the Lopunny category and Submissions 7, 8, and 9 in the Pidgeot category, with them getting 3, 2, and 1 point respectively.
You can add as many submissions are you'd like after your third vote, with each one getting 1 point.

So, in this ballot, Submissions 10 and 11 would also get 1 point in the Pidgeot category.
You can vote for your own submission, but it can't be in first place or your only vote in that category. Be sure to mark your self-vote by putting (SV) after it.

For most slates, the next submission phase will start immediately after voting ends for the previous slate. The long submission phase will still give ample time for discussion and playtesting during the week so you can adjust your submissions. However, every 3 slates or so, one or more roomtours will be held so we can see what state the metagame is in. This may result in winning submissions being nerfed or buffed, depending on what we learn. Buffs and nerfs (mostly nerfs) can also happen at any other time as we learn stuff between roomtours.
