Slate 2 Part 3B: Stats​
You will have 5 days to submit a stat spread for this Pokemon. Please give an HP, Attack, Defense, Special, and Speed stat and specify which is which. Some guidelines:
  • Keep the concept in mind! Since this Pokemon has will have two high-critical hit rate moves it should not have obscenely high attacking stats (for example, Persian only has 70 base attack). Similarly, it should not be super slow so it can actually take advantage of the crit moves.
  • Be careful not to go overboard with the stats. Remember that the goal is for the CAP to be somewhere in the range of 9th-20th in power on a theoretical viability rankings.
  • Similarly, be careful not to directly outclass anything else relevant in OU. It is fine to outclass other Bug-type crit move users like Scyther and Pinsir since they are not viable in the tier.

This set is intended as a slow bulky option with an 80 bp high crit ice type move, it beats snorlax most of the time, baring paraslam or lax crits, it beats every pokemon slower than it and it has a good entry point into opposing ice-type moves, it ironically loses to Zapdos, whose tbolt is stronger into it than drill peck. Note to anyone designing an ice crit move: it's just gonna be stronger than slash other than into chansey, zam, slowbro and jolt.

Idea for this is to be a fast slash user. 120 Attack gives it a slightly weaker slash than Persian, notably giving it an extremely low chance to 2HKO Chansey. It is also slower than Tauros which means there is still a reason to use Persian over this mon.

63 Special gets these benchmarks for a 70 bp crit ice move:
CAP [70 BP Ice Move] vs. Zapdos on a critical hit: 190-224 (49.6 - 58.4%) -- 99.6% chance to 2HKO
CAP [70 BP Ice Move] vs. Exeggutor on a critical hit: 190-224 (48.3 - 56.9%) -- 92.8% chance to 2HKO
CAP [70 BP Ice Move] vs. Rhydon on a critical hit: 352-414 (85.2 - 100.2%) -- 2.6% chance to OHKO
You almost always get 2HKOs on zapdos and exeggutor but miss the rhydon OHKO, and Rock Slide is a guaranteed OHKO on this mon. I've noticed in rby pet mods Zapdos becomes really good because people run the new toys and forget zapdos exists so they lose to it, so this spread helps "balance" that.

I didn't want to make this "fuck you chansey mon #5" so i made its HP quite poor so both BoltBeam and Seismic Toss chansey 3HKO it. However, I decided to give it enough physical bulk to survive Slam + Beam from Tauros to compensate for it being slower.

Slate 2 Part 2C: Competitive Learnset​
You will have 72 hours to submit the competitively useful moves for this Pokémon. This does not include useless moves that exist for flavor. Some guidelines:
  • Keep in mind what moves are available by TM and HM in RBY; anything that isn’t will have to be gotten by level up or “event,” so try to make sure the moves you give it can be justified in some way, even if it’s a little bit of a stretch.
  • As before, keep the intended power level in mind here - around 9-20 on the VR.
  • A signature move can be added here, but must conform to RBY mechanics and effects and should not be the only thing this mon has going for it. I don't think a signature moves is that necessary for this mon.
  • The following are mandatory moves for all CAPs unless you can find a way to justify it not existing; these are obviously not all competitive moves, but just keep in mind which ones may be competitively relevant for your submission and make sure they're either on there or explained. Meet Scoopion! It's an ice cream cone scorpion. Cone claws and cone stinger. I tried brown for this but it looked kinda dull, so enjoy Vanilluxe except 5 generations before Vanilluxe lol
