A set specifically for countering Espathra. You imprison its only good moves, because Espathra runs two attacks, and then just sweep because you trace their speed boost.

IMO the overview does leave out some important niches that Gardevoir does have, mainly in the utility that Trace can provide, and its good coverage movepool with things like Thunderbolt and Mystical Fire (moves some of its competition like Espeon and Hatterene don't have). Scarf Trace is good against Rain builds for example.

Its a niche pick for sure though, and the tier has a lot of special Psychic-types going around as is that using Gardevoir shouldn't be your first choice but its not completely useless.

Gardevior is a interesting case of a pokemon. It is clearly ecliplised by most of the other special attackers due to its Speed being sub optimal but it is pretty powerful and has good coverage. STAB Moonblast does horrendous damage to many of the dark types and also has Mystical Fire for Tinkaton and Energy Ball for Gastrodon. It also has unique traits in its ability Trace which can help against weather teams and can copy some useful things like Storm Drain or Regenerator. It also has the rare healing wish which can help a team member have a second chance.
