Don’t use this. This is outclassed by Arceus-Fairy as a CM user due to its terrible longevity, by Life Orb Eternatus / Deoxys-A as a Special breaker, can’t set up on anything with a Physical attacking move, and instantly dies to Band Marshadow even after Tera Fairy.

* Flutter Mane can be an effective cleaner on hyper offense teams once checks such as Zacian-C, Marshadow, Ferrothorn, and Primal Kyogre are removed thanks to its decent Special bulk, excellent Speed tier, and unresisted STAB combination. However, due to being checked by a large amount of common threats, Flutter Mane needs large amounts of support to be effective.
* Power Gem is essential coverage that 2HKOes Ho-Oh, preventing it from freely coming in to threaten and threatening Flutter Mane out.
* Life Orb allows Flutter Mane to reach important damage benchmarks such as guaranteeing a OHKO on both defensive Ho-Oh with Power Gem and Arceus-Dark with Moonblast at +1.
* Tera Ghost allows Flutter Mane to OHKO Lunala and 2HKO defensive Primal Groudon. Tera Fairy allows Flutter Mane to OHKO physical utility Giratina-O and avoid the OHKO from Shadow Sneak. It also allows Flutter Mane to avoid a OHKO from Life Orb Yveltal’s Sucker Punch.
* Flutter Mane has limited switch-ins as entry hazards, Life Orb damage, and damage taken from attacks quickly wears it. It needs a free switch-in in order to effectively do its job such as after an ally faints. Thus Flutter Mane is best used as a late-game sweeper once checks such as Ferrothorn have been worn down and offensive checks such as Zacian-C and Marshadow have been removed.
* Due to its high Speed tier, Flutter Mane can be used mid-game to revenge kill Pokemon, but this limits its ability to sweep late-game because of entry hazards and Life Orb chip. It is also easily punished by threats such as Zacian-C and Marshadow who can force Flutter Mane out and gain a free turn of setup.

Bobsican , before I continue writing this, I want to add Calm Mind back to the set as that’s what gives Flutter Mane a niche. Without it, Flutter Mane has no niche and is absolutely outclassed by Eternatus and Deoxys-A as a Life Orb attacker, as Deoxys-A hits much harder while being able to be mixed and Eternatus has much more longevity. Life Orb Flutter Mane doesn’t really hit that hard which is crippling when compounded to Flutter Mane’s fragility. With Calm Mind, Flutter Mane can be a more offensive version of Arceus-Fairy for HO and more offensive teams while being able to be a useful soft check to Extreme Killer Arceus on Sticky Web HOs. I think Taunt can be slashed with Power Gem instead, as Power Gem is really only there to hit Ho-Oh.
 
Actually, there was some discussion with the QC team, and after some evaluation it's being deemed best to just QC reject this and reassign accordingly, more specifically Calm Mind is not a niche for Flutter Mane as it lacks the capability to setup on much of note in the first place, so this being a topic at all implies you lack proper experience to make an analysis for this species in the metagame. There's also the matter of Power Gem being rather mandatory as being unable to break past Ho-Oh means it becomes unable to do much at all against a common meta staple.
