More Detail
My first UU team. In my opinion I find UU more fun the OU. It's not filled with repetitive things and you never know what to expect. I tried to make it so that each pokemon covers another one in someway and each one aids the team.

As my lead I chose Uxie. Not too fast for a lead which is its weakness but it has good support moves and can set up Rocks.

Next Sceptile is up. I chose him to take down physical tanks so he's my Special sweeper. He has decent speed and is not as frail as Alakazam.

Drapion has good defense and good attack so, i used him to counter Hitmontop's Psychic weakness.

Next up is Arcanine. I originally used Arcanine to take care of grass and set up Burns to cut attack stats.

Next I chose Blastoise I was thinking about leaving him in my final team but with only Rest as a healing move left him to evnetually die. He was to there to Roar people in to Stealth Rock and stop from Sword Dancers and Nasty Plotters from sweeping. Not only that he was used to Spin away field hazards.

Hitmontop is a good well rounded Pokemon he has nice defense and special defense along with a good attack so I threw him into the mix of my pokemon.

My final team. I replaced Drapion with Clefable because my team was vulnerable to special sweeps so I through her in there to take care of them. Next i replaced Arcanine with Spiritomb because nothing is supereffective to him which makes him a good tank and can also cast a burn and live longer. Blastoise was replaced with Milotic mainly because Milotic can heal with Recover making it a better tank than Blastoise in my opinion but leaves vulnerability to field hazards.

Uxie is the lead of my team, obviously. After setting up rocks. I'd probably switch to a pokemon or psychic once then switch if he'd be able to survive. His main to job is to heal the team of status problems late in
game and slowdown Alakazam, Sceptile, and Blaziken with Thunder Wave, or any other speedy pokemon, especially scarfed ones.

Special Sweeper of my team. I used Sceptile over Alakazam because
Sceptile can last just a little while longer and has good covering moves.
He takes of physical threats. Focus Sash is for potential OHKO moves since
Sceptile's low Def and SpD leaves it widly open for it.

Special Tank of my team. Flame Orb is to make sure he doesnt get any
harmful status effects to cripple her. She's mostly used late game when the
opponent is low on Pokemon. Encore is to throw off pokemon and then
switch to an appropriate Pokemon. Ice Beam is to cover for Sceptile's Flying weakness.


Spiritomb @Leftovers

Basically a supporter Pokemon. Spiritomb takes care of Physical
Sweepers or potential threats. Using WoW cuts the attack by half. Confuse Ray
gives it whopping recoil damage if it hurts itself. Some of the
Physical Sweepers are open to Spiritomb's Shadow Ball causing a fair amount of damage.

Milotic @Leftovers

In my opinion Milotic is an amazing all-around tank. Recover is just
amazing on this Pokemon nearly makes it unstoppable and can wall a lot of Pokemon.
This Pokemon's job is to take out Nasty Plots and
Sword Dances. And to recover if hit by an increased it. This Pokemon also
covers all of Sceptiles weaknesses and Hitmontop's Flying weakness.

Hitmontop is the final Pokemon on my team. It's a good Pokemon to revenge
kill a Alakazam or any other Pokemon with somewhat low defense.
By using Fake Out then Mach Punch it'll be almost a garuntee kill to some
Pokemon. I guess you could say Hitmontop is the Physical Sweeper sorta.

Closing Remarks
I'd like to know if I should have kept some of the Pokemon I started out with. And of some other Pokemon will do anyone of of these Pokemons' job better. Also if you know any speedy Pokemon that can be replaced with one of these because my team is lacking speed. Which is one of its weaknesses.

one thing i noticed bout this team,your sceptiles focus sash replace that focus sas with a life orb maybe since you are going to lose that sash when switching because of stealth rocks your opponent would have set up.
 
This may all seem a bit disorganized, so I apologize if that puts you off. I don't post on forums often.

I agree with the other poster about sceptile. Give it choice specs or a life orb (I recommend choice specs), particularly considering that you don't have a rapid spinner, and a non-boosted sceptile is underwhelming compared to what you could do with the other items.

If you're going to put heal bell on uxie, you might as well give leftovers to clefable. Since you're using uxie, you're also extremely vulnerable to entry hazards, particularly spikes, since uxie can't do anything to stop them. Your team isn't offensive enough not to have a rapid spinner. Luckily, you have a hitmontop on your team, so make sure you fit rapid spin on its set somewhere, probably over fake-out. Also consider giving it a life orb, because that can alleviate the need for fake out, but to be honest, you really do need hitmontop to help cover offensive dark and rock pokemon, so leftovers may be preferable.

Speaking of clefable earlier, it doesn't need ice beam. You mentioned that you needed it to cover sceptile's flying weakness, which is basically swellow. However, swellow is much too strong for clefable to handle by itself. Even if you manage to switch in clefable unscathed into a swellow, which is doubtful, ice beaming it would leave clefable with almost no health afterward. You're better off softboiling repeatedly to wear it down. Other fliers, like moltres and scyther, are also far too powerful for clefable to handle solo, and both are handled better by thunder-wave if by some miracle you repeatedly switch into them on the same turn they come out.

Clefable is a neat pokemon, but its moveslots are extremely valuable. The standard is to use encore, softboiled, seismic toss and thunder-wave, which is an extremely effective moveset if you use it correctly. Thunder-wave a set-up pokemon and encore the set-up move. The opponent cannot kill clefable without setting up, but can't set up without being encored. In other words, paralyzed pokemon cannot kill clefable without a fighting attack or a really strong, usually physical move. Replacing one of those moves is not done lightly, especially not for a secondary attacking move that isn't very helpful. I recommend thunder-wave in place of ice beam. After that, if you replace any of those moves, make sure you really need to. Alternate moves to consider are trick (if you keep the flame orb), stealth rock and wish (over softboiled). Keep in mind that the standard set is still the most effective.

I mentioned earlier that clefable cannot handle swellow, the pokemon that sceptile has trouble with. To be honest though, it's not just clefable. Everyone on your team is hit pretty nastily by swellow. Swellow is the reason why every UU team really appreciates a normal resist. Not even uxie or milotic can stand more than two attacks from a swellow if they're lucky, especially after you consider the entry hazards that will be easily set up against uxie. Milotic can recover, but repeatedly getting beat down by a swellow makes it less-effective against the fire and water pokemon your team is depending on milotic to handle. Stealth rock alone is not enough. A lot of people use registeel, but you could use rhyperior, aggron, steelix or basically any rock or steel pokemon with some defense. The quirk about swellow is that while it is extremely dangerous under normal conditions, it becomes almost completely powerless against a rock or steel pokemon. Now as much as I love using clefable, due to the fact that rock and steel pokemon are also weak to fighting, clefable is probably the best pokemon to replace with a normal resistor. Registeel is the most conservative choice, since you cover some pokemon that clefable often would have been able to handle, such as mismagius, rotom and venasaur. In fact, it handles the ghosts better than clefable usually does. Considering that your team seems to be defensive, a standard registeel might work well, with thunder-wave for starters. Due to the fact that torterra is also quite a threat to this team, ice punch might be a good idea as well. Since uxie is already handling stealth rock, you'll be able to give registeel a bunch of coverage moves. Shadow claw can handle ghosts plus rotom, and earthquake covers aggron and so on. Iron head usually works fine instead of shadow claw, but keep in mind that you won't be able to block rotom as effectively. If you want to use explosion, put it over ice punch. So in the end, the registeel I recommend learns thunder wave/earthquake/ice punch or explosion/iron head or shadow claw. Test it out in shoddy to see which moves work best.

Spiritomb is not really a tanking pokemon. It's more of a spin-blocker/utility You're supposed to take advantage of the fact that its immune to normal and fighting moves, but is bulkier than mismagius and rotom. As for the set you have now, get rid of confuse ray. It's redundant and not that helpful. One status move is enough. Pain split is a good alternative if you EV the pokmeon effectively. Being able to heal, even a little, is beneficial when uxie (who will be taking a bunch of other hits) is your only other fighting resist/immunity. Pursuit is also very beneficial instead of pain split, as you can trap pokemon such as that troublesome Alakazam you keep talking about. It also helps against mismagius, who your team also has a fair amount of trouble against. Mismagius can easily substitute against uxie, and those nasty taunt versions have an even easier time against it, as well as also being able to completely block if you decided to use it.

If you decided to use registeel instead of clefable, another set might be preferred. You could also turn spiritomb into a sleep talker with calm mind and dark pulse. (calm mind/sleep talk/rest/dark pulse) This gives you a nice way to absorb sleep powder from venasaur, whom this team should fear. Also, a sleep talking spiritomb with calm mind is fairly potent once you get the hang of using it.

Milotic doesn't really need ice beam to handle flying types. It's really just used against grass types, which will cripple it anyway. What it needs more severely is a way to hurt the water types that is easily handles. For that, it needs hidden power, either grass or electric. So yes, replace ice beam with hidden power.

Lastly, sceptile probably needs to be replaced as well, speced or not, due to it being blocked by grass types. (venasaur is hardly fazed by hidden power ice if it isn't speced, in which case it can switch out, and a rock polished torterra outspeeds sceptile.) Having another pokmeon that has trouble with grass types is not advisable, since milotic no longer has ice beam. You can actually still use a grass type. Tangrowth is an interesting option. You can actually give uxie sunny day in that case over heal bell or stealth rock (and then replace registeel's ice punch with stealth rock) if you felt so inclined. It isn't totally necessary or to be honest, practical, but there are plenty of options you could test out. I'm not going to list any specific set for a tangrowth, since I've never used one. Weezing covers the physical grass pokemon as well. Again, I won't list a specific set.

Anyway, I hope I helped you out a bit. You don't have to strictly adhere to my advice, since I haven't tested any of what I just told you. I'm just trying to give you an idea of what might be effective for you. Good luck with your team.
