It is a bit hard to suggest EV spreads when you do not give any information other than what the pokemon is. Post what moveset you would like as well as your basic strategy for it.
Or you could check the DP Analyses Subforum and find the one about Vaporeon. It will give yougood EV spreads and potential movesets.

You want to find it's IVs first.
Then you make an EV spread that makes the most of your IVs.
First off, you get 252 Defense. No questions.
Then you should see to it that your HP is a multiple of 16. If you run Substitute, you want to get at least 404 HP; if not, the minimum is 384. You want it to be a multiple of 16 because Leftovers heals in increments of 16 (1/16 of your health).
You then get enough SAtk EVs to raise your SAtk to 266 for Ice Beam to OHKO Garchomp and Salamence.
The rest either goes into SAtk to SDef.
Then you make an EV spread that makes the most of your IVs.

To reach 448 HP, 240 Def, 273 SpA
The last set has enough HP for max HP Recovery, allowin' to put a few more EVs in SpA because you can't underrate Vaporeon's 110 Base SpA...
Bold Nature
EVs: 216 HP / 252 Def / 40 SAtk
To reach: 455 HP, 240 Def, 266 SpA
