What is the bug?
A non-priority move caused to have priority by Encore ignores Psychic Terrain protection (and maybe also Armor Tail).
If Pokémon A uses Tackle on Turn 1 and then clicks Quick Attack on Turn 2 while a faster Prankster Pokémon B uses Encore on it, it will instead use Tackle but keep the +1 Priority of Quick Attack.
In Showdown, this ignores Psychic Terrain protection - in Pokémon SV, it does not.
Are you able to replicate it? If so, how?

Ursaluna uses Hyper Voice on turn 2. On turn 3 it clicks Vacuum Wave (a priority move), but gets Encored to instead use Hyper Voice (with Priority).
This hits both opponents even though they should be protected by Psychic Terrain.
