Ice Beam provides excellent coverage against Grass- and Dragon-types like Chesnaught, Cyclizar, and Salamence, while Grass Knot hits Water-types such as Basculegion-F and Slowbro. Thanks to the Shuca Berry, Empoleon can tank one Ground-type move from the likes of Krookodile, Salamence, and Yanmega. Tera Water lets it OHKO Hippowdon and Terrakion and 2HKO Bisharp, Slither Wing, and Gardevoir with Surf. The EV spread allows Empoleon to outpace Pokemon like Vaporeon and Umbreon while maximizing its HP and increasing its damage output. This set fits best on balance and bulky offense teams where Empoleon provides both defensive utility and offensive support thanks to its great typing and its wide coverage, respectively, as well as serving as an emergency option against hyper offense teams due to its favorable matchup against threats like Gardevoir, Yanmega, and Salamence. Hippowdon forms a great defensive core with Empoleon; the former can handle dangerous physical attackers such as Terrakion, Galarian Zapdos, and Maushold, while the latter can check Water- and Ice-type moves from Pokemon like Basculegion-F and Suicune.
