So yeah this'll be the electric surge setter or something lol..toxic spikes so it can poison Pokemons,spikes so when a Pokemon switches in it damages them,thuder wave to paralyze enemy which is really helpful,and discharge for damage and oh it has terrain extender to extend the electric terrain

Hi, and welcome to Smogon. Your team has some promising elements but it needs work if you want to win with it. Don't worry about not knowing what you're doing just yet: that's part of the process. The more you play and build teams, the better you'll get, so keep at it.
Before I get in to rating your team, you should also check out this recent RMT that is also an electric surge team, just so you can get some inspiration and see other people's thinking about electric surge. OK, with that, let's get into your team.

Right off the bat, I think your team is too reliant on terrain. You have 4 pokemon dedicated to the terrain mode including Pincurchin. If Pincurchin goes down, those members become much less useful to you. Here are the changes I would make.

Importable: https://pokepast.es/7ff329915f2674f5

Major Changes:
  1. :ss/rhydon: -> :ss/rhyperior:
    1. You need a stealth rocker, and Rhyperior is very good at that.
    2. Swords Dance stealth rock Rhyperior can beat a lot of common defoggers and enable your hazard stacking
    3. It soft checks a lot of physical threats like Cinderace
  2. :ss/corviknight: -> :ss/mandibuzz:
    1. Mandibuzz resists ghost, you need a ghost resist on this team. They're absolutely necessary in this metagame.
    2. Mandibuzz can taunt to shut down defog.
    3. Mandibuzz checks Bisharp and SD Excadrill with Foul play
  3. :ss/zeraora: -> :ss/dragapult:
    1. You don't need so many terrain abusers
    2. Choice Specs Hex Dragapult can take advantage of the toxic spikes on Pincurchin
    3. Dragapult provides the same speed that Zeraora did
Minor Changes:
  • Changed the spread on Hawlucha to make it much bulkier. You don't need max speed on Hawlucha, it only needs to hit 288 speed.
  • Changed the spread on Pincurchin and gave it recover. The EVs on this are a matter of personal preference, but it currently hits a magic HP number allowing it to live max hazards
Let me know what you think!

On Hawlucha there's no need for Fire Punch to hit Ferrothorn, a +2 CC will OHKO it and is still stronger anyway thanks to STAB. Options instead would be substitute for obvious reasons, but I particularly enjoy Taunt on Hawlucha. Hippo not only walls and phases out Hawlucha, but it is a pest to a lot of your team given you're running Electric Terrain. Taunt allows Hawlucha to turn Hippo into setup-bait as it literally can't touch you anymore
