Analysis:

This moveset gives Electivire the offensive utility and power distribution to hit hard on both sides equally and have options for certain walls. With its base 95 speed, Electivire can get an edge on certain other Pokemon around its speed or slower such as Magmortar and Lycanroc-Midnight. Its frailty might be its biggest downfall, but with great coverage from moves with respectable base powers and speed that can be further boosted by Motor Drive, Electivire won't have to worry about how badly it will take a hit unless it's unable to finish or OHKO the opponent. Since 95 base special attack is 2 points below the average base 97, that's why most of the EV distribution goes to special attack. However, the lack of attack investment and below solid special attack stat give the reason to run Life Orb, as its bulk has been established to be lacking, and as its natural power with such distribution is borderline subpar.

Other Options:
If pivoting is necessary, you could opt to switch out one of its coverage moves with Volt Switch. One could also opt for Choice Scarf to get an edge on faster mons such as Flygon and Inteleon (if used in higher tiers).

Checks and Counters:
Faster Ground types such as Dugtrio can make quick work of Electivire and make it impossible to keep Electivire safe from Ground-type attacks.
