No, I didn't start editing a Pokemon Emerald ROM. I used the pokeemerald decompilation instead. What's the difference? In general, source code can be a lot more flexible to make additions with than romhacks, and have a lot of untapped potential. There's probably some great works in progress or released hacks that have gone under the radar, like the TPP trick or treat house Halloween puzzle hack.
Now I'm not a serious hacker, but I wanted to try playing around with this again over winter break now that I'm armed with a fresh laptop. Today I figured out how to add a proper cry, and put in goku screaming just to see if it would actually work. Here are the results:
