Gyarados finds a unique spot on Flying-type teams due to its unique combination of Intimidate, ability to spread paralysis, and ability to phaze. Intimidate allows Gyarados to safely switch into Physical threats such as Barraskewda, and Mamoswine. Dragon Tail punishes setup sweepers such as Kingambit, Ceruledge, and Gouging Fire by forcing them to switch out. Thunder Wave allows Gyarados to slow down Choice Scarf users such as Roaring Moon and Enamorus, essentially making their Choice Scarf useless. Rest is Gyarados only form of recovery, and it also allows it to act as a Status absorber, being able to switch into status moves such as Gliscor and Salazzle's Toxic. 24 Speed EVs allows Gyarados to outspeed Chien-Pao and Non-Choice Scarf Flutter Mane while they are paralyzed.

Entry Hazard Setters such as Gliscor, both Landorus Formes, and Skarmory are great teammates for Gyarados, as Dragon Tail forces undesired switches, racking up entry hazard damage on unsuspecting Pokemon. Additionally, Gliscor and Landorus can switch into Electric-attacks from Pokemon that would otherwise make quick work of Gyarados. Tornadus-T is a good teammate for Gyarados, as it can use Knock Off to remove Heavy-Duty Boots from foes and Gyarados can rack up damage on them via Dragon Tail paired with the aforementioned entry hazard setters. Articuno is a nice defensive complement to Gyarados, as Articuno can switch into special moves from Pokemon like Dragapult, Kyurem, and Greninja. Articuno can also use Haze to stop setup Pokemon that Gyarados cannot phaze out with Dragon Tail, such as Hatterene and Primarina. Choice Scarf Enamorus is a great teammate for Gyarados, as Thunder Wave allows Enamorus to outspeed common Choice Scarf users such as Meowscarada and Roaring Moon, ensuring it can outspeed and get a KO. Healing Wish can also be used to bring Gyarados back to full HP without having to be immobile for 2 turns. Corviknight is a great teammate, as not only does it act as a Rock-type neutrality, it also can Defog hazards away if Gyarados loses it's Heavy-Duty Boots. Adamant Dragonite appreciates Gyarados's Thunder Wave support, as it outspeeds and OHKOes paralyzed Choice Specs Flutter Mane after 1 Dragon Dance.

So something like Enamorus probably works better here.), essentially making their Choice Scarf useless. Rest is Gyarados only form of recovery, and it also allows it to act as a Status absorber, being able to switch into Pokemon like Gliscor and Salazzle's Toxic. 24 Speed EVs allows Gyarados to outspeed Chien-Pao and Non-Choice Scarf Flutter Mane while they are paralyzed.

Additionally, these Pokemon can switch into Electric-attacks from Pokemon (including what threats? and wouldn't you also include Rock-types as well since they're also neutral to those and Gyarados doesn't want to take a Mighty cleave or a Head Smash) that would otherwise make quick work of Gyarados. Tornadus-T is a good teammate for Gyarados, as it can use Knock Off to remove Heavy-Duty Boots from Pokemon that are weak to hazards (Non Rock weak foes such as Amoonguss and Blissey exist.), and Gyarados can rack up damage on them via Dragon Tail. Articuno is a nice defensive complement to Gyarados, as Articuno can switch into special moves from Pokemon like Dragapult, Flutter Mane (Probably should be a different example as Power Gem is fairly common on Flutter and could OKHO Cuno on the switch), and Greninja. Articuno can also use Haze to stop setup Pokemon that Gyarados cannot phaze out with Dragon Tail, such as Hatterene and Primarina. Choice Scarf Enamorus is a great teammate for Gyarados, as Thunder Wave allows Enamorus to outspeed common Choice Scarf users such as Meowscarada and Roaring Moon, ensuring it can outspeed and get a KO. Healing Wish can also be used to bring Gyarados back to full HP without having to be immobile for 2 turns.
(Corviknight should be included allowing Gyarados safe entry without having to worry about Stealth Rock (should boots be removed) and is another Rock Neutrality. Adamant Dragonite appreciates TWave support to outspeed threats. For example, you now outspeed an OKHO Specs FM with CB or after a DDance.)
