On Choice Scarf sets, 24 Special Attack EVs are enough tolet it OHKO Dragapult with Draco Meteor. The 238 remaining EVs go into HP to maximize Shed Tail's effectiveness. On Heavy Duty Boots sets, 20 of the EVs invested into Special Attack can be reallocated into HP, as they are only useful for beating Dragapult, something only Choice Scarf sets can do.
