<p>Cubchoo's ability—Snow Cloak—makes it a great Pokemon to use in a hail team. It has very high Attack and Special Attack stats, though its downfall is that it has low defensive stats. Cubchoo also has weaknesses to common priority attacks such as Bullet Punch and Mach Punch. Despite these flaws, Cubchoo can function as a powerful attacker, and should not be ignored when building a team.</p>

Surf KOes Fire-types who pose a big threat to Cubchoo. Hidden Power Grass hits the Water-types who resist Blizzard and Surf. Toxic is a useful move to hav in its arsenal. It prevents Slowpoke from switching in for free. The disadvantage of Toxic is the fact that it gets locked into the same move and in-case a Steel-type switches in, then Cubchoo will be forced to switch out.</p>

<p>The EV spread enables Cubchoo to hit the 21 Speed needed for Choice Scarf users to outspeed all unboosted Pokemon in the tier, while maximizing its Special Attack. Snow Cloak allows Cubchoo to dodge moves occasionally and thus last longer. Timid is a must in order to hit 21 Speed, due to Cubchoo's low base Speed. Snover is an essential teammate to Cubchoo since it can set up hail. Flash Fire support prevents Cubchoo from getting KO'ed and allows another Pokemon in your party to get a free boost. Cubchoo is also helped by Ghost-type support in the form of Gastly and Duskull, which check Fighting-type Pokemon.</p>

<p>Priority users such as Croagunk are the bane of Cubchoo's existence, KOing it with Bullet Punch and Vaccum Wave, respectively. Frillish and Tentacool resist both Ice Punch and Focus Punch, and thus can be good checks to the SubPunch set. Growlithe resists Ice-type attacks, and KOes Cubchoo with its STAB attacks, but needs to watch out for Surf. Steath Rock also poses problems for Cubchoo, as it will lose a quarter of its HP each time it switches in.</p>

[Dream World]
<p>Cubchoo receives an interesting Dream World ability in Rattled. It raises Cubchoo's Speed when it is hit by a Dark-, Ghost-, or Bug-type move. This can be very useful on offensive and support sets. Unless you are running a hail team, Rattledshould always replace Snow Cloak.</p>

Anyway I had a look through Wekhter's check. Though she got most of it I have decided to post.
 
You should put Toxic in the last slot of the Choice Scarf set, as Ice Beam is a lesser option as its pretty easy to keep Hail on the field (thanks to the only other auto weather changer being Hippopotas), while anything is better than Echoed Voice. Toxic on the other hand, makes it so Slowpoke can't switch in for free, as HP Grass only does: 15 Atk vs 18 Def & 27 HP (70 Base Power): 10 - 12 (37.04% - 44.44%)

Make the SpA EVs on the Scarf set 200, since it uses HP Grass.
 
Choice Scarf set should probably be the first set listed seeing as it is arguably the most effective.
