Hey, it seems like you missed +Speed nature Regieleki in Tier 0. I have seen it being run quite a bit now as it hits 548 speed with max investment. This allows it to outspeed some common scarfers such as Kartana, Latias, and Latios. It also outspeeds both Modest Kingdra and Venusaur with their weather abilities active. Love the overall list though!

If I may point it out, Weavile neutral speed reaches 349 speed, not 350, making it between Latios and Kartana.
