Approved Create a Force Mega Rayquaza Rule

Very simple suggestion. As it stands, Rayquaza @ Dragon Ascent needs National Dex to be able to Mega Evolve with Terastallization legal; simply adding +Rayquaza-Mega does nothing. However, adding National Dex to a code means that for stuff to be correctly allowed/disallowed a LOT of manual work is necessary (move, mon, and item bans and those lists are not easily accessible or copy pasted). With Force Mega Rayquaza Rule, this would no longer be necessary, as Mega Evolution would be prioritised over Terastallization on Mega Rayquaza.

This is incredibly easy to implement most likely, as the flag used to check Mega Rayquaza in ND for Mega Evolution before Tera already exists (or vice versa for Rayquaza @ Dragon Ascent outside of ND, not sure on the specific implementation).
