OM Convergence: Low level mons don't validate properly

I am trying to do a FEAR mon in Convergence, this is the Pokémon

Set level 1

Flabébé @ Focus Sash
Ability: Pixilate
Level: 1
Shiny: Yes
Tera Type: Fairy
EVs: 252 Atk / 4 SpA / 252 Spe
Naive Nature
- Endeavor
- Quick Attack
- Taunt
- Stealth Rock

It only states that Flabébé can't learn Taunt, although Comfey, pure fairy type as Flabébé, learns it. If changed for something like Protect it then says that Stealth Rock can't be learnt, although Clefable and Clefairy learn it.

However, if set as level 100 there's no problem with the validation.
