First off, this Pokemon depends on the opposing trainer's team. If you see fire/water types or Pokemon that usually run a strong water/fire move, then this would be a good counter. Since it is your goal to get hit by a water or fire move once switching to Coalossal, weakness policy is the best item. While increasing speed by six stages, Coalossal will likely go first in most cases, unless someone has priority moves. This explains the EVs, having 25 speed into it and increasing by six stages will have it outspeed most Pokemon, or having 150 Speed to be faster than those who may use Shell Smash. Then, putting 252 attack and the rest in SpD to survive more hits with having good defense and special defense. Getting hit by a fire-type move will activate Steam Engine and allow you to go first and try to sweep what you can before using Explosion. However, this move set works best once getting hit by a water-type attack. After getting hit by a water-type attack, Weakness Policy will activate. Weakness Policy will increase Coalossal's attack and special attack by two stages. Because Steam Engine is also active, Coalossal will likely go first in many cases and 1HKO most Pokemon, even having an excellent chance to 2HKO an eviolite Corsola. If you choose to follow the Adamant build, it would be good to not let those with Shell Smash set up and be faster by hopefully 1HKO them, or have a pokemon that can counter them. If you choose the Jolly build, you should be faster than those who have used Shell Smash.
Coalossal has Rock Slide to 1HKO Gyarados, Charizard, and other Pokemon with a weakness to rock. With Flare Blitz, you would want to use this in certain situations (for example, if it will be super effective or a 100% 1HKO over the other moves). While Coalossal can out speed various Pokemon with Steam Engine’s effect, the goal is to sweep as much as possible before using Explosion to 1HKO another Pokemon. Earthquake is there as a reliable ground move to hit hard when low HP, due to Flare Blitz, or if Rock Slide won't do much damage. Again, this has to be strategic when setting up for Coalossal. It is recommended to have a second sweeper (for example, Mimikyu) who can sweep if the opposing team does not have fire/water moves. There are two ways to switch in Coalossal to get him buffed up. First, to set up Coalossal, a bulky defensive Pokemon should be used; one who can cast reflect/light screen. For example, having a Togekiss or an eviolite Corsola come in against the fire/water or the Pokemon who likely has a water/fire move. Having Corsola use reflect and light screen to have the extra defense from special/physical attacks, and possibly using whirlpool beforehand to do damage as you set up the next two moves.
