<p>Traditionally, Celebi is not seen as much of an offensive threat. However, when utilizing a Choice Scarf, it has the potential to be one of the best revenge killers in the game. Leaf Storm is used for sheer power, hitting 210 Base Power after taking STAB into account. Psychic is another useful STAB option; although be sure to scout the team before using since Celebi is vulnerable to Pursuit. Earth Power is another solid option for hitting Steel-types, in particular Heatran who can always be revenge killed, and Fire-types. Hidden Power Fire is there to keep Scizor in check, as well as providing you a with a move to hit Bronzong and Skarmory. Hidden Power Ice can be used to get the jump on Salamence and other Dragon-types, but comes at the cost of Scizor switching in for free and Pursuiting you. The last move is a toss-up between U-turn and Trick. U-turn can be used to scout a teams counter while getting in a light hit and gaining advantageous match-up for yourself. Trick, on the other hand, is capable of crippling most Pokemon that are not already packing a Choice item and many of your perspective counters such as Blissey.</p>

<p>If you opt for Psychic in the second slot, you'll want to use Hidden Power Fire to damage Steel-types not named Heatran. If your choice is Earth Power, you'll want to use Hidden Power Ice in the third slot to combat Zapdos and Salamence. The final slot can be replaced with another attacking move or even with Rest to abuse Natural Cure.</p>

<p>The EVs here are pretty straightforward. Using a Timid nature and 156 Speed EVs allows you to outspeed +1 neutral natured base 100 Speed Pokemon, such as Salamence. Celebi's Special Attack is maximized to ensure it reaches its full offensive potential. Notably, this allows Celebi to 2HKO 252 HP/0 SpD Tyranitar with Leaf Storm. The other 100 EVs were placed into HP to allow for a reasonable amount of bulk. However they can be moved to Speed if you're aiming to beat pokemon faster than +1 neutral base 100s.</p>

This thing also seems very good use of the surprise factor, and makes a very nice lead. If you're feeling gutsy, you can Earth Power lead Scarftrans, though they may be carrying Shuca.

If you use it like that, Stealth Rock is also an option, though I have not tested how well that works...Stealth Rock on Choice Heatrans is not unheard of though.
 
When darkie and myself update something on-site we do not always leave it in its identical form as shown in the forums so it's best to check the website rather then the thread since we sometimes forget to update the OP (as I did here). Anyway, I can easily slash Choice Scarf on the Choice Specs set - I'm asking if people feel if it deserves its own set since I can easily make it into a Choice set.
 
In terms of how it acts, it is fairly different. If you mentioned Stealth Rock (as Mekkah suggested), it could also act as a lead (which warrants a new set). I'd say altogether it is fairly different in the sense that it can revenge Dragons/Heatran/Tyranitar, while the other set cannot.
 
This set actually IS very good as a lead but needs a few more options:

Psychic - actually needs to be moved up and shouldn't be the fourth option, especially for people who opt to lead with this. It hits Crobat, Infernape, Roserade, and Gengar leads hard, and is useful for the surprise kill on ScarfHeracross as well as the ever threatening Breloom and Machamp. Psychic is also the best option in the lategame.

Baton Pass - If you lead with this, you need Baton Pass so you aren't pursuited to death by Tyranitar. Baton Pass works very well in the midgame too once they realize your scarfed, as they will try to outpredict you and get caught out of place.

U-Turn - Works much the same as BP, but not useful on leads since Tar will pursuit you. Can get a hit on Tar / Weavile coming in though.

Hidden Power Fighting - Not as much for Tar as it is for Weavile. Leafstorm doesn't OHKO Weavile believe it or not, HP Fighting does, and does good damage to Tar without lowering your special attack. This keeps Lucario from easly coming in and setting up on you after slay the Weavile.

Earth Power - Isn't really THAT much of a necessity, as its only for Heatran, especially if your packing Hidden Power Fire for steels.

So the set can actually have several combinations if using three attacks:

Leafstorm / Psychic / Earth Power

Leafstorm / Psychic / Hidden Power Fire

Leafstorm / Earth Power / Hidden Power Ice

Lefastorm / Psychc / Hidden Power Fighting

Obviously, the fourth slot attack can be ideal coverage, but Trick, U-Turn, Baton Pass, and even Rest are nice fourth options also.

Choice Scarf Celebi does deserve a set. As does Choice Specs, I'm surprised it's not mentioned.

<p> Celebi's well rounded stats make it a very good user of Choice Scarf and Choice Specs. The element of surprise should be in you favor, as many forget about Celebi's offensive potential. Leaf Storm is your primary STAB, dealing massive damage to anything that doesn't resist it. With the Choice Specs boost, it is powerful enough to blast right through Tyranitar's defenses. Psychic is secondary STAB, and offers reasonable coverage alongside Leaf Storm to hit things like Zapdos and Salamence. The third attack depends on what fits your team best: Hidden Power Fire will keep steels at bay, Hidden Power Ice will give you added protection against Dragons, and Earth Power for the surprise KO on Heatran. It should be noted that Hidden Power Ice is the best option on the Scarf set, as you lack the power to do fatal damage to Shaymin-S, Salamence, and Dragonite. Hidden Power Fire is better on the Choice Specs set because Psychic hits those three hard enough already, and it has the best coverage alongside Grass and Psychic.</p>

<p> The final slot of the set is what separates Celebi from other effective Choice users. Choice Scarf Celebi makes a surprisingly good lead, scoring surprise KOs on a multitude of threats. Baton Pass allows Celebi to escape the dangerous Pursuit or Crunch from Tyranitar, because Choice Scarfed Leafstorm is not a OHKO. Dry Baton Pass also lets you scout counters later in the match to get a teammate in against a favorable opponent. Rest is also an option to abuse Natural Cure on the switch. </p>

Could be worth something. Trick obviously is a desirable mention now that I look this over, and the mention of the combinations I explained above are useful.
