Stage 3's typing can only be Dragon/Poison or Poison/Dragon.

Dragon/Poison -> Dragon/Poison -> Dragon/Poison
will automatically be slated.

I am personally in favor of Poison -> Poison/Dragon -> Poison/Dragon.
In terms of inspiration, I believe it makes sense for our first stage to not be Dragon type. Its design doesn't have any draconic attributes and is based solely on a frog and a train car. Poison is its primary and only inspiration.
It also makes sense to me that Poison remains the primary type through the evolution line. Of each Pokemon that gains Dragon type during evolution, only Altaria gains a primary Dragon typing, and in this case, it is only to replace a primary Normal typing. Every other Pokemon that gains the Dragon type (Vibrava, Kingdra, Dragalge, etc.) gains a secondary Dragon type, and since we aren't replacing types in my example, we keep Dragon secondary.
 
I'd like to suggest Dragon -> Dragon/Poison -> Dragon/Poison.
While not fully draconic, the first stage does have some light elements which bring to mind Chinese Dragons such as the bronze bits.
Additionally, the design is clearly reptilian which goes with some Dragon types that are Dragon type because their reptilian qualities like Cyclizar, Turtonator or any of the Dragon types based on Dinosaurs like Dragapult, Axew, Tyrunt, Deino or Baxcalibur. There's also plenty of non-traditional Dragons like Gible, Noibat or Dragalge. The design can be seen as a Dragon Turtle from Chinese Mythology because of its shelled appearance and its later evolution into a full on Chinese Dragon along with the bits that do indeed bring to mind a Dragon that I mentioned Earlier.
No matter how you slice it, I feel like the first stage has no trouble fitting in with other Dragon types.

Now as for why Pure Dragon instead of Dragon/Poison, it just doesn't fit the vibe to me. Part of what helps sell the Poison type on the Evos is the vicious look they have, the purples and smoke of course are what bring it to mind but without that extra oomf to sell it I just don't fully see it. I feel like the turtle elements also delude the Poison typing on it because the other two are more general reptiles outside of the Dragon elements and there are plenty of poisonous and venomous reptiles but the first stage feels pretty turtle-y to me and that when you think of turtles you aren't really likely to picture it being able to poison you.

I do agree that the first evo should lean mono Poison, however I think Chuggalong and the midevo lean more Dragon than anything, hence I say Poison -> Dragon/Poison -> Dragon/Poison
 
Echoing Palosaks, I am also in favor of Dragon -> Dragon/Poison -> Dragon/Poison
The first evo is really the main contender for the type difference here, so let me explain why for me it's Dragon and not Poison.
Yes, it's more turtle-like, but as mentioned by Palosaks, there is the Dragon Turtle in Chinese mythology, which the part-Dragon Turtonator is also based on. Second, the only hint of Poison here is its purple shell and fumes, and here I draw your attention to two other Pokemon, Goomy and Torkoal. Like the first evo, Goomy is a purple dragon, and Torkoal is also a turtle who expels fumes, but you don't see many people saying that Goomy nor Torkoal should be part Poison-type, even if they do learn Poison-type moves.
 
I want to push a little more support to Poison -> Poison/Dragon -> Poison/Dragon. I do see the argument for the Dragon Turtle in mythology, but I would see that as an argument for the best typing being Dragon/Poison -> Dragon/Poison -> Dragon/Poison instead, as frogs/smog/the colour purple are all things very Poison-coded. The first stage seems very Poisonous, but could also be Dragon typed. However, I do not think the Poison typing should be dropped for the first stage at all.
 
Ok, hear me out: Dragon/Normal -> Dragon/Poison -> Dragon/Poison

I see the poison in the 2nd stage and 3rd one is already poison, but the first stage? I don't see the poison as much, however,

Ok hear me out. In the beginning, you have these still wagons idling in a siding in a yard. Not exactly awe-inspiring or resembling a dragon, and they aren't exactly releasing noxious stuff, but they ARE made of metal (the first stage has a pretty solid, shiny carapace with copper lining).

Then the locomotive reverses onto these trucks, bumps them, couples up, and starts moving. So you know how Steam Engines are nicknamed Iron Horses, or more appropriately Iron Beast ? What if we took that metaphor literally for the second stage, and make it Steel/Dragon type, since now it has shiny, silver-like metal on its rims, claws and snout, and its reptilian features are far more pronounced now ? The consist now has an iron beast roaring with every step it takes, slowly starting to move out of that load out of the siding, releasing black plumes as it snorts out of the yard onto the mainline, a truly industrial force.

The clattering becomes faster and faster, almost deafening, until it finally evolves into a majestic, fast, high-momentum train. The fact it's made of metal pales to the enormous plume of steam and ashes darkening its once shiny polish.

Alternatively I can go with Dragon -> Dragon/Poison -> Dragon/Poison, but I think that's way less epic than this Iron Beast metaphor.
