There are reasons why

1. Shadow Lugia may come from a spinoff game but so where the legends Arceus Pokemon, and they were added a day after the game came out. While, Shadow Lugia can only use shadow moves all of its shadow moves have a direct skill set, although I am aware it'll only usable in custom game n' stuff, but agian would still be cool to have.

The Starmobiles are kinda like totem pokemon, the only downside is no one know's the starmobile stats, and only boses use Starmobiles but they have everything else to be considered a "unique mon"

Keep in mind you also got this post in that thread:

This has been suggested before and also rejected. (See here and here). We are extremely unlikely to add Shadow Lugia unless it shows up in a new game for some reason or develop an XD meta (neither of which are likely.)

I don't believe starmobile implementation has been suggested but it would be very difficult to implement considering it's a boss excusive gimmick that can't really function as a normal pokemon. Our line of logic follows pretty closely to Doipy Hooves' from the previous thread, so you can read through that for a more comprehensive explanation.
