What is the bug?
1: Room Driver tries to make a tournament in a private room (Trick House)
2: Room Driver reports the command as failed.

1: I (as an RO) try /permissions set tournaments, % (this is a group permission so IF it's access denied to something higher than a driver, this should reset back down)
2: Server returns: "tournaments is already set to %."

I suspect this to be the same thing but couldn't coherently come up with a way to explain it. I think something similar happened to the private LC room. The bug is twofold, though - I expect the normal response, assuming this isn't a bug, to simply say private rooms have different permissions to public rooms (or that public room permission for tournaments is RO by default, which I'm pretty sure it is). But if that's the case, why doesn't the permissions command work as a group permission?
Practically I could just set each necessary command to the respective rank as is, but this doesn't seem intended. For either Room Staff OR Room Owners.
PS: It's % and @ that can't set tournaments apparently.
